We are assisting our client, Supporting Transformational Opportunities for People (STOP Inc.), with the recruitment and selection of their Chief Executive Officer. STOP inc. is a designated Community Action Agency that since 1965, has worked to transform individuals, families and communities in Eastern Virginia and Western Tidewater through collaboration, cooperation, and partnerships.
STOP Inc. offers services catering to diverse demographics encompassing low to moderate income individuals, including veterans, the homeless, elderly persons, individuals with disabilities, youth, women, and business owners, among many others. STOP Inc. focuses its work on addressing social determinates which cause conditions of poverty directly related to employment, education, housing, and health. The Agency motto is ‘Supporting Transformation Opportunities for People’ and is indicative of their organizations mission.
This position currently has seven (7) direct reports. This position is in-person and is primarily located in the Virigina Beach, VA area with occasional travel locally.
The President and Chief Executive Officer (CEO) of the Agency is a visionary leader responsible for overseeing all aspects of organizational strategy, operations, and impact. This executive plays a pivotal role in driving the agency's mission to empower individuals and communities through comprehensive services and advocacy initiatives. Key responsibilities include setting strategic direction, fostering partnerships with stakeholders, ensuring financial sustainability, and championing a culture of excellence and innovation. The CEO provides visionary leadership to inspire and mobilize a dedicated team towards achieving measurable outcomes and lasting positive change in the communities we serve.
The President and CEO of STOP Inc. shall provide the overall administrative supervision, direction and coordination of STOP activities as approved by the Board of Directors.
Essential Duties and Responsibilities:
Consistent with funding agencies’ guidelines, approved STOP programs and directives of the STOP Board of Directors, the President and CEO has the authority and is charged with the fulfillment of the following duties:
- Determine the organizational size and composition to be recommended to the Board of Directors for approval.

Administer the overall supervision of the STOP Staff.

Administer the statutory controls on the financial documents relating to STOP services and operations.

Recommend to the Board of Directors any necessary revision to update the Table of Organization and initiate such changes upon approval by the Board.

Administer and implement STOP programs which have been approved by the Board of Directors and various funding sources.

Implement official personnel actions which affect appointment status, personnel assignment, separation, appropriate job levels, performance ratings on personnel under his/her supervision and conduct programs beneficial to the morale and productivity of all employees.

Serve as the official representative of STOP for all operational agency concerns involving any appropriate jurisdiction, agency or activity consistent with the Board of Directors’ objectives.

Coordinate and communicate fully with the public employees or other entities on all matters of importance to the Board.

Represent the Board in contract negotiations with local, state, federal, private funding agencies.

Expend STOP funds consistent with the directives of the STOP Board of Directors.

Accept opportunities to expound upon the philosophy and services of STOP in community affairs.

Serve as first line supervisor for all Vice Presidents, Human Resource Department employees.
Education and/or Work Experience Requirements:
- Bachelor’s Degree in Business, Public Administration or related field

Minimum of 8 years of experience in a human services or related agency, including 5 managing employees and financials.

Excellent managerial skills and the ability to evaluate the work of others.

Excellent verbal and written communication, organization and analytical skills.

Must possess a strong professional work ethic, positive attitude, and the ability to multi-task.

Proven track record of leadership and management experience in a nonprofit organization

Demonstrated commitment to social justice and community empowerment.

Excellent communication, interpersonal, and problem-solving skills

Strong financial management skills and experience with fundraising and grant writing

Knowledge of legal and regulatory requirements for nonprofit organizations

Ability to work collaboratively with staff, volunteers, board members, and community partners.
Physical Requirements:
Ability to perform the essential functions of the position including, but not be limited to the following:
- Office environment – use of office equipment including computer, telephone, copier/printer.

Ability to sit at a computer for an extended period.

Frequently required to walk, stand, stoop, kneel, crouch, or crawl.

Occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 40 pounds.
