The Illinois Environmental Protection Agency (IEPA) is seeking to hire an Office Specialist, Option 2 to serve in Bureau of Air, Air Pollution Control, Compliance Section. The successful candidate will perform complex, specialized para-professional/technical functions. The ideal candidate for this position will be organized, detailed, and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

30% 1. Serves as the Compliance Coordinator, performing complex, specialized paraprofessional/technical functions in the administration for Bureau of Air (BOA), Air Pollution Control (APC), Compliance.
- Utilizes a personal computer to manage and maintain complex and specialized Violation Notices (VNs), including tracking of VN deadlines.
- Reviews edits when necessary to VNs after management edits and prepares VN and related drafts for Bureau co-review.
- Maintains and updates VN files and VN tracking databases.

Reviews VN files in order to perform quality assurance of data identified therein.

Participates in meetings to evaluate and monitor the operations of the compliance system.
- Reviews the results of such meetings and initiates follow-up actions to proficiently track the Section 31 process.
- Updates Section manager on important issues that arise from such meetings and tracking of VN deadlines.

Processes inspection requests to FOS and inspection reports/draft VN files from FOS.

Works with staff and Management to develop and implement protocols for navigating the Section 31 process and generating VN data accurately, consistently, and timely.

Prepares weekly and other summaries of compliance matters for Management.
30% 2. Manages and maintains procedures to track source records and reports.
- Receives and distributes source records and reports to ensure proper management and tracking of such records and reports, including source emissions testing and monitoring reports.
- Enters and retrieves tracking data into and from the record/report tracking and compliance tracking databases.

Processes Freedom of Information Act (FOIA), subpoena, and other Bureau and Federal requests for information regarding VN files, records and reports pertaining to compliance issues.

Distributes letters, records and other documents from U.S. EPA, other agencies, and sources to appropriate Bureau staff.

Works with staff and Management to develop and implement protocols for accurate, consistent, and timely entry of program data/reporting.

Works with staff and Management to notify facilities of the failure to provide proper notifications, protocols, reports, or the required copies.
25% 3. Manages and maintains Compliance Section data.
- Maintains and prepares agendas, reports, and materials for the Compliance Decision Group (CDG) meetings, Compliance Section meetings, and U.S. EPA Compliance/Enforcement meetings.

Attends CDG, Compliance Section, and U.S. EPA Compliance/Enforcement meetings to take minutes and distribute materials.

Follows up on issues raised at CDG, Compliance Section, and U.S. EPA Compliance/Enforcement meetings to ensure meeting actions are addressed.

Performs regularly scheduled upload of Compliance Section data reporting to U.S. EPA’s ICIS or similar database and addresses any resulting issues.

Performs annual data verification of Compliance Section data reported to U.S. EPA’s ICIS database.

Assists with preparing responses to U.E. EPA audit findings relating to Compliance Section data reporting.
- Runs various reports from compliance tracking and other databases to provide results to Compliance Section Manager.

Ensures annual compliance certification (ACC) data is uploaded to compliance tracking accurately and timely prepares list of ACC non-filers.

Serves as liaison to Information Technology staff regarding database, website issues, improvements, and updates.

Evaluates databases and provides feedback/recommendations for revisions and changes.

Prepares summary reports of compliance program data.
10% 4. Supports professional staff in their design, development, and implementation of new and revised criteria, procedures, or techniques that improve the operations of the air compliance program within the Bureau of Air.

Assist with revisions to standard operating procedures, instructional material, and other documentation useful to the understanding and successful operation of the Compliance Section’s objectives.

Evaluates user requirement specifications for the design or redesign of electronic information management systems.
05% 5. Performs other duties as assigned or required, which are reasonably within the scope of duties enumerated above.

Requires knowledge, skill, and mental development equivalent to two years of secretarial/business college and one year of office experience, or completion of high school and three years of office experience, or three years of independent business experience.
2. Qualifying state employees, in the employee Upward Mobility Program, may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.
3. Requires the ability to keyboard accurately at 30 words per minute.
- Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Access, Excel, and mapping/locating software programs (ArcGIS, Swap and Google Earth) for determining longitude and latitude of locations.
