PROJECT MANAGER
Department of Finance
Street Operations Division
Number of Positions: 1 (additional vacancies possible pending budget approval)
ESSENTIAL DUTIES
- Manages and directs a major and large-scale program or project of significant size and scope in terms of budget, operations and/or staffing.
- Manages professional staff and directs the functions and operations of an organizational section or unit; establishes and implements policies and procedures relating to section’s objectives.
- Consults with staff and consultants to determine scope of services, budgets, and specifications for projects; established timelines and implements processes to track and monitor the progress of projects and the accomplishment of key objectives.
- Functions as a specialized advisor to executive level managers or functions as a technical specialist or expert level professional in a given profession, specific technical area, or operational area.
- Coordinates and administers citywide initiatives, departmental programs, and special projects of a complex and technical nature.
- Develops and negotiates contract terms and monitors services provided by private contractors ensuring contract provisions meet program specifications.
- Develops strategies, analyzes workflows and productivity, and recommends and implements functional and technological improvements to ensure operational efficiency.
- Assists in the development of internal procedures, guidance, and training for staff, and facilitates efficiency strategies for operations.
- Prepares and analyzes data and reports on program activities, productivity, performance management, operating and personnel costs, and work operations.
Additional duties may be required.

DAYS & HOURS: Monday through Friday, 8:30 am to 4:30 pm

Qualifications
Graduation from an accredited college or university with a bachelor’s degree in accounting, business administration, public administration or a field of study directly related to the responsibilities of the position, plus five years of project management work experience, or an equivalent combination of education, training, and experience.
SELECTION REQUIREMENTS
This position requires applicants to successfully complete an interview which will include a written exercise and/or skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
Preference will be given to candidates possessing the following:
- Experience conducting performance audits
- Experience interpreting and analyzing reports from complex data systems
- Experience managing and leading a group of fellow professionals, developing, and implementing a cooperative and accountable team structure
- Experience investigating and identifying potential risks and developing testing instruments to audit and demonstrate compliance
- Experience using heatmaps/geocoding or equivalent data sets
- Proficiency using Microsoft Office Suite, Tableau, and similar systems.
