CUSTOMER SERVICE REPRESENTATIVE-BILLING (Full Time)
JOB SUMMARY:
Under general supervision of the Customer Service Supervisor, maintain customer billing records, respond to utility billing inquiries and assist in billing preparation. Assist in answering accounts receivable billing questions. Provide switchboard backup, and work in the cashier position as assigned. Work in close contact with the public. Perform other related work as required.
ESSENTIAL JOB FUNCTIONS:
Communicate courteously and effectively with other city employees, city officials and customers in person, on the telephone and in writing. Make sound decisions using independent judgment to solve billing issues and respond to customer queries. Accurately process installation of new customer accounts, disconnection of service, and transfer of deposits in the utility software program. Monitor account schedules for cutoff of service for non-payment and maintain follow-up on arrangements made with customers. Process returned checks and returned mail. Forward unpaid accounts to the contracted collection agency and notify contractor of payments received. Manage budget billing and automatic draft accounts. Accurately evaluate and calculate requests for leak adjustments; if warranted, process adjustments and notify customer of outcome. Accept and process credit card payments received by telephone. Monitor daily utility billing software reports. Balance daily cash receipts to the general ledger. Maintain current files and division records retention. Maintain records on temporary construction meters. Review and process final billings on terminated accounts and accounts with credit balances. Keep SCADA night crew informed of possible cut on/cut off after hours activity. Operate and maintain office machines. Perform mathematical calculations with proficiency. Lift, push, and/or pull general office supplies, materials, records, and files weighing up to 35 pounds. Sit for extended periods of time assisting customers, making and receiving telephone calls, and inputting data.

REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSES:
High school diploma or GED required.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
Two years of clerical or accounts receivable experience required, including one year of experience with high volume of public contact. Must have the ability to type proficiently and accurately operate 10 key calculator by touch. Must be able to operate a two-way radio and other modern office equipment. Must have the ability to communicate courteously and effectively with other employees and customers. Must be able to maintain mental focus and function effectively during assigned work activities. Knowledge of Microsoft Word and Excel preferred.
