Facility Contract Services is a Florida based contract services company, responsible for the employment and management of personnel for municipal clients. Facility Contract Services is currently seeking dynamic and goal-driven employees for the City of Pembroke Pines Planning and Economic Development Department. This exciting opportunity in the City of Pembroke Pines operates 4 days a week (Monday through Thursday 7:00 A.M. to 6:00 P.M.) and offers excellent compensation and benefits including health insurance and 401(k) with a Company match.
Job Summary
Under the direction of the Department Director, this entry level position will perform professional work as related to the City of Pembroke Pines Landscape Development Code. Work includes plan review, research, inspections, providing customer service to residents and businesses and providing support for projects that meet the City's landscaping goals. The employee will also work collaboratively with administration to research, develop, coordinate, and promote effective sustainability initiatives to reduce the City’s impact on the environment. Work is reviewed through observation and written reports for adherence to established policies, procedures and codes.
Responsibilities and Duties
ESSENTIAL FUNCTIONS:
- Review Landscape plans for compliance with the City's Land Development Code and Code of Ordinances.
- Prepares preliminary design, working drawings, specifications, and cost estimates pertaining to landscaping projects on City property.
- Inspect landscape material, installation, and landscape maintenance contracts to ensure compliance and correction of deficiencies in maintenance; identify problem areas and direct remedial action to be taken.
- Inspect work in progress and completed projects for adherence to plans, standards, and specifications for public and private landscaping required as part of the development process.
- Inform property owners or developers of any deficiencies in landscaping requirements.
- Explain city landscape codes to residents, property owners and businesses.
- Responds to and investigates complaints of ordinance violations pertaining to landscaping.
- Review and issue permits for tree removal or relocation.
- Act as a liaison to advisory boards, residents, and businesses as it pertains to landscaping and sustainability issues.
- Participate in meetings and public hearings.
- Special projects as assigned.
- Perform research and produce reports relating to landscape and/or sustainability subject matter as directed by the Director.
- Promote proper landscape and sustainability practices at City events.
Qualifications and Skills
Training and Experience:
Bachelor's Degree in, Urban and Regional Planning, Urban Design, Agricultural Science, Landscape Architecture, Urban Forestry or a related field or two years progressively responsible experience landscape review or an equivalent combination of specific related education, training, and experience.
Applicant must have a valid Florida Driver's License.
Applicant should be able to display proficiency with the Microsoft Office Suite, AutoCAD and be familiar with other design software programs.
Preference given for Certification as a Landscape Inspector and/or International Society of Arboriculture (ISA) Certified Arborist.
Knowledge, Abilities and Skills:
- Ability to prepare clear, concise and effective correspondence and reports.
- Ability to communicate ideas clearly and concisely in a public forum and in writing.
- Ability to initiate and monitor several projects at one time.
- Ability to work independently, to make sound decisions based on established procedures and municipal regulations
- Ability to establish and maintain effective working relationship with the public.
- Ability to decipher City Ordinances and implement City requirements for new site developments
- Knowledge of City streets and local area.
- Knowledge of landscape material, maintenance, construction/installation or repair.
- Knowledge of principles and practices landscaping, landscape cultivation and maintenances.
- Knowledge of modern landscape and irrigation design.
- Knowledge of tree species, care and maintenance procedures.
- Ability to communicate fluently in Spanish preferred.
