Full Job Description
Minimum qualifications:
US Citizen
In possession of a valid passport
In possession of a valid Driver’s License
Graduate of an Accredited Architectural or Engineering college curriculum
10 years construction management experience
1 year Capital Improvements experience with NAVFAC or Army Corps of Engineers
Clear communication in both written and spoken English
The ability to prepare written reports and correspondence to management personnel.
Possess computer efficiency with NAVFAC software to include, MS Office, Teams, Primavera, CostWorks, Success Estimator, Primavera P6, Schedule Analyzer reports, etc.
Experience with Federal building projects design codes (UFGS)
Ability to complete a SF-85-P and obtain a security clearance as required by the task order
Capable of light to medium physical exertion necessary to perform these services.
Preferred qualifications:
Valid Construction Quality Management (CQM) Certificate
40 Hour OSHA Certificate
Understanding of MS Office to include, Excel, Word, Teams, and PowerPoint

1. Paid-Time Off (PTO):
MacDonald-Bedford LLC (M-B) offers PTO as accrued not to exceed the maximum of 10 days or 80 hours, that must be utilized within the period or performance (PoP), e.g., before anniversary date. There is no roll over.
2. Sick Leave:
M-B offers seven (7) days of sick leave as accrued that must be utilized within the PoP. There is no roll over.
3. Holidays:

4. Medical/Dental/Vision:

6. Term Life:
M-B offers term life insurance plus short- and long-term disability (STD/LTD) and accidental death and dismemberment (AD&D) coverage. Coverage is reduced by 35%, 50%, and again by 65% per our carriers’ schedules for ages 65, 70, and 75 respectively.
7. Relocation:
Maybe applicable to your position to include travel tickets for employee and dependents to relocate to the work location, first 14 days stay at hotel or rental while searching for place of permanent residence, first 14 days meals and incidentals (M&I) per GSA rates, first 14 days car rental, and shipping & handling and storage of household goods and/or a vehicle. There is no per diem or allowances unless otherwise provided under the task orders for the position. At the end of the project, M-B will provide return airfare to the place of origin.
8. Living Quarters Allowance:
May be applicable to your position as a monthly stipend for your personal use while employed with M-B depending on location and demands of the contract. This amount like relocation will be on top of salary compensation.

MacDonald-Bedford LLC is seeking Construction Oversight Engineers / Construction Oversight Managers (COE), with valid architectural or engineering degree from an accredited college curriculum to assist our client Naval Facilities Engineering Command (NAVFAC) in the execution of a $98M contract by providing professional consulting services associated with the design and construction of $10B facilities. The services provided by M-B are for architectural, engineering, environmental and project/construction management services within the A/E/C Industry with main offices located at 2900 Main Street, Suite 200, Alameda, California, 94501 and 103 East Holly Street, Suite 210, Bellingham, Washington, 98225. Well into our 20th year of service, M-B, a Service-Disabled Veteran Owned Small Business (SDVOSB), is committed to providing professional services in A/E/C Industry.
Candidate must have valid US citizenship and be able to work/commute at the work location identified below. The need is immediate and for full time employment at the following locations:
- Iwakuni, Japan
- Guam
- Honolulu, Hawaii (2023)
The projects assigned in this position will vary in type and magnitude including structures and related work such as office and shop buildings, airfield expansions, utility installation, repairs, industrial services, train facilities, etc. Projects may be in the $5M to over $100M range.
Responsibilities
The COE will be part of a multi-disciplinary Construction Manager Team comprised of government and Joint Venture (JV) led consultants assigned to individual projects under the mask contract identified as task orders. Members of the team shall:
Coordinate with team members to execute project scope schedules, and budgets in conformance with the project requirements with a minimum of project delays.
Research codes, guidance, policies, procedures, processes, criteria and Federal laws and regulations and provide sound technical recommendations in writing.
Apply innovative technical principles, practices, and theories to the resolution of technical issues, draft minor designs in support of change orders.
Perform field investigations, including the review of as-builts, to determine existing conditions; document and report findings, observations; include data collected and photographs.
Collect data required to assist with the preparation of cost estimates, schedules, reports, RFPs, SOW’s , and other project documentation; provide recommendations and prepare documents.
Coordinate with the Government client, NAVFAC team members, leadership, project stakeholders, and various regulatory agencies.
Review technical reports to ensure compliance with customer and RFP requirements.
Provide technical support for the review of the commissioning plan, design, and construction submittals and for construction quality management.
Perform other duties as assigned.
