Our facilities
Our administrative office is in Washington County. ESO has 17 other office locations in the State of Oregon. This position is located in Salem, Oregon.
GENERAL POSITION SUMMARY
Under the supervision of the Program Director, this full-time position is responsible for understanding and implementing the SSVF program in a timely manner and in compliance with the grant agreement. This position provides direct oversight, training, and support to the Portland SSVF team. The position is responsible for tracking and reporting key performance indicators and managing a budget. In addition, the program manager provides interacts and provides assistance to clients as needed, including intakes, advocation, and service coordination.
ESSENTIAL FUNCTIONS:
Program Management:
- Oversees program development and day-to-day operations. Duties include ensuring program staff receive training on all program components; including eligibility requirements, intake/assessment, service provision, housing placement, property owner development and community agency connections. Coordinates and implements on-going training and staff development activities in conjunction with the SSVF Team. Facilitates staff meetings using a teamwork approach.
- Monitors and reviews expenditures quarterly with Supervisor to ensure spending is meeting SSVF requirements. Works collaboratively with Easterseals Oregon Administrative staff. Jointly facilitates the recruitment and hiring process with Director to fill vacant positions. Supervise, evaluate and provide performance evaluations to SSVF staff. Approves all staff time sheets and creates schedules that ensure office coverage is provided Monday-Friday 8:30am to 5pm.
- Ensure staff provide accurate and timely documentation, confidential record keeping, and data entry into the Homeless Management Information System (HMIS).
- Reviews and approves all case management and housing plans for enrolled clients, ensuring program is meeting SSVF eligibility requirements.
Program Operations, Outreach, and Community Partners:
- Participates in all SSVF required trainings, monthly calls with SSVF Regional Coordinator, SSVF webinars and weekly supervision meeting with Supervisor, Director of Veterans Services.
- Communicates with and maintains excellent working relationship with Easterseals Oregon Homeless Veterans Reintegration Program (HVRP), local Veterans Service Officers (VSO), VA Medical Center and Resource Center, HUD VASH staff, homeless shelters and other community agencies serving veterans.
- Acts as a community liaison for the programs, maintaining cooperative working relations. Keeps abreast of community activities and resources that affect programming and population served.
- May assist in the intake process, advocating for veterans and coordinating services and benefits for the veterans.
Reporting:
- Provide written board reports on a monthly to bi-monthly basis, according to board schedule
- Provide program reports aligned with the requirements outlined by the Department of Veteran Affairs or other funding agencies.
- Provide reports as requested by the Director of Housing Services
General Support:
- Works collaboratively with Easterseals Oregon Administrative staff
- Approve all Portland SSVF staff timesheets
- Submit monthly timesheet, mileage and/or expense reports
- Assist with special projects and other duties as assigned
GENERAL INFORMATION

MINIMUM EDUCATION, CERTIFICATION AND EXPERIENCE:
- Bachelors in Social Work, or related field, and 2 years’ experience in social service programs or human resource field or 4 years direct experience in a Management level role in social service field or a combination of education and experience.
- Demonstrated leadership skills and the ability to supervise staff, interns and volunteers.
- Experience working with older workers, veterans, individuals with disabilities and/or dislocated workers.
- Proficient in MS Office and relational databases
- A professional appearance and sensitivity to others.
- Demonstrated ability to work with others and communicate effectively.
- Ability to work with individuals of varying incomes, skill levels, experiences and cultures.
- Ability to manage multiple tasks simultaneously.
OTHER REQUIRMENTS:
- Driving throughout Oregon for ESO business is required
- MVR background check
- Valid driver’s license
- Maintain vehicle liability insurance if driving personal vehicle
