The Illinois Network of Centers for Independent Living (INCIL) is seeking a Home Project Manager for a statewide initiative to oversee the home modifications for people with disabilities. The program is funded by the Illinois Department of Human Services (DHS) to provide maximum opportunity for people with disabilities to live in their own homes in a community-based setting. INCIL is a statewide not-for-profit membership organization that works to remove barriers to full inclusion and integration of people with disabilities. The INCIL Board of Directors consists of the 22 Centers for Independent Living (CILs) in Illinois. CILs are consumer-controlled, cross-disability providers of advocacy, services, and support to people with disabilities.
The Home Project Manager will report directly to the Executive Director of INCIL and work collaboratively with CIL staff and contractors to facilitate successful home modifications throughout the state. The Home Project Manager will be responsible for the development of training material, facilitating CIL staff training, approving, and monitoring projects from start to finish, data collection, and report preparation. Responsibilities include, but are not limited to:
- Assist in the development of all training material pertaining to the implementation of the Home Modification Program
- Plan and coordinate statewide, regional and web-based training events, as needed
- Compile relevant data and accountability measures statewide for monthly and quarterly state reports
- Implement a statewide plan to address questions and concerns of individuals associated with the Home Modification Program
- Identify goals and establish strategies for outreach to stakeholder organizations that can assist in identifying consumers
- Identify goals and establish strategies for outreach to potential contractors throughout the state
- Collaborate with INCIL staff and board leadership to manage regional efforts to achieve targeted outcomes
- Provide overall supervision of the program
- Be knowledgeable about performing Environmental Reviews
- Ensure compliance with all DHS reporting requirements
- Maintain uniform standards and protocol for reporting, data sharing, and consumer support
- Ensure contractors are paid on time, according to the Home Modifications Policies and Procedures
Home Project Manager Qualifications
- Bachelor’s degree or equivalent experience in a construction-related field with knowledge of accessibility codes
- Be knowledgeable of all applicable state licensing, certifications, etc.
- Experience with the concepts of Independent Living, consumer control, and a strong commitment to promote and advocate for the full integration of individuals with disabilities
- Experience working with DHS
- Experience designing, implementing and evaluating human service programs
- Knowledge of the state’s community resources that assist people with disabilities in living independently
- Program management experience, including staff supervision and training
- Excellent interpersonal, organizational, analytical, decision-making, computer, and communication skills
- Preference will be given to home project managers with personal experience with disability
This employment opportunity is a Springfield-based position. Statewide travel is required.
