Job Description
Objective: The purpose of this position is to assure that the City’s water distribution system and wastewater collection systems function properly and meet the requirements of the Ohio Administrative Code, the Ohio Revised Code and any federal or state regulation which dictate operation by maintaining and repairing all main pipelines, service pipelines, valves, hydrants, and related equipment.
Essential Functions:
1. Installation and repair of the water and wastewater utilities, such as water mains, meter pits and manholes, valves, hydrants and sewer mains.
2. Performs preventive maintenance on the water distribution and wastewater collection systems according to the established program.
3. Operates and maintains power driven machinery such as jack hammers, tampers, saws or other similarly sized equipment.
4. Operates and maintains mobile equipment such as dump trucks, crew trucks, backhoe and vacuum truck to complete installation and repair work.
5. Locates valves, water lines, manholes and sewer lines using quarter section maps, electronic detectors or GIS.
6. Responds to emergency situations in the distribution and collection systems.
7. Assists in installing, maintaining, and repairing mechanical, electrical, electronic, and other equipment used in the distribution and collection systems.
8. Locates and reads water meters on an assigned route and records readings on a hand-held microcomputer.
9. Mounts and installs consumer water meters using hand and small power tools.
10. Inspects and tests water meters to detect leaks or causes of malfunction and inaccuracy using hand tools and testing equipment.
11. Makes minor repairs and adjustments to meters; reports any unusual hazard or condition associated with the meter installation to the Utility Crew Chief.
12. Maintains turf and landscaping areas on city property by operating turf maintenance equipment such as lawn mowers, handsaws, clippers, shovels, chain saws, tree trimmers, and hoes.
13. Inspects vehicle before use in order to ensure safe operating conditions.
14. Cleans and maintains department vehicles and equipment by changing oil, filters, light
bulbs, belts, etc.
15. Perform confined space entry.
16. Sets up and operates CCTV equipment in Sanitary sewer and Storm water systems to complete assessment of pipes, manholes and other structures to aid in determining maintenance, repair and rehabilitation needs.
17. Produce accurate inspection reports to assist the engineering department as to location or changes to location of lines, manholes, taps and other system components
18. Completes the necessary job reports, CMMS entry and maintenance logs.
19.Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
20. May require the performance of other essential functions depending upon work location or assignment.
Required Knowledge, Skills and Abilities:
Knowledge of:
- Basic literacy and math.
- General use and upkeep of engine-driven machinery.
- General use and upkeep of hand and powers tools.
- Materials used and methods and practices followed in the installation, maintenance, and repair of water mains and service connections and wastewater collection systems.
- General water and wastewater systems of the City of Mount Vernon.
- Hazardous materials associated with sewer maintenance work and safety measures to be observed including OSHA Confined Space Entry procedures and trench safety regulations.
- Safety practices in the operation of electrical and mechanical equipment.
Skilled in:
Safely operating various types of motorized vehicles.
Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
Performing routine maintenance on equipment and determining when and what kind of maintenance is needed .

Minimum Education, Training and Experience: This is an entry-level position requiring basic literacy and math as obtained through a high school education. The incumbent must possess a valid Ohio driver’s license. A commercial driver’s license (CDL) must be obtained within 12 months of hiring date.
Job Setting: The duties of this position will be performed throughout the City of Mount Vernon. The incumbent may encounter any type of environmental conditions: hot, cold, damp, inside, outside, underground, wet, humid, dry, noisy, dirty, greasy, air-conditioned, sudden temperature changes, etc. The incumbent will be expected to work alone, around others, under stress, under minimal supervision, and under deadlines.
Job Type: Full-time
Pay: $21.22 - $24.54 per hour
