Responsibilities:
- The Resident Engineer is responsible for ensuring the contract is built according to plans and specifications, that construction operations provide for the safety of employees and the traveling public and that all changes in the contract are covered by change orders agreed upon by the contractor and the Client. The Resident Engineer is responsible for his/her actions, decisions, quality of work, and proper use of the contract time, equipment, and materials.

Perform field construction inspection and documentation services on various roadway construction projects; Review and analyze the design of roadways; and/or heavy highway and bridge projects.

Assist the Client in the procurement of construction services and contract award.

Coordinate and manages services provided by sub-consultants

Owners’ representative leading the construction management team to oversee the construction contract
-
Contract Administration (process contractor pay applications, evaluate and process change orders, responses to RFI, RFCs, and project correspondence with Contractor, Stakeholders and Designers)

Review technical submittals for materials incorporated into the project, temporary structures, and work plans
-
Coordinate and inspect contractor work while the project is in progress, safety, and quality assurance of materials

Track change order requests & problem issues and react to feedback from Client Management personnel, prepare reports on project details, and communicate overall project goals and details to senior client managers

Maintain project management logs (RFIs, changes, submittals, construction documents, FF&E, close-out)

Assist the Project Manager with controlling and monitoring project budget & schedule

Represents the owner on final job walks; facilitates project acceptance by stakeholders

Coordinates with TxDOT and local railroad operators

Coordinates and facilities relocation of utilities by third parties during construction

Contribute feedback that might make work safer, cheaper, cleaner, lower impact or any other way improve the operational success of the projects

Support business development efforts and help maintain client relationships

Understanding of bid processes and construction contracts

Ability to organize and manage contractors on complex projects and coordinate with public agencies
-
Previous experience as a supervisor or Manager leading project teams
-
Working on projects using alternative delivery methods such as Desing Build and Design Bid Build.

Thorough knowledge of engineering and construction principles, practices and procedures, applicable laws and government regulations, public contract code
-
Experience evaluating and negotiating contract change orders

Knowledge of custom contract administration and documentation software

Working on projects that include significant bridge construction
Qualifications:
- Bachelor’s Degree in relevant Architecture or Engineering discipline + 10 years of relevant experience or demonstrated equivalency of experience and/or education

Professional Engineers License
Preferred Qualifications -
10 to 15 years of relevant experience in Construction

Knowledge and experience in MS Word, MS Excel, Adobe Acrobat

Previous experience as Resident Engineer on projects with a construction cost greater than $30 million
-
Previous experience managing construction projects that include working in roadway construction.

Knowledge of TXDOT Standard Plans and Specifications, TXDOT construction related manuals and regional standards
