We are seeking a driven Program Manager to lead and manage APL tasking for the Intelligence, Surveillance, Reconnaissance, and Targeting (ISR&T) Program Area. The ISR&T Program Area pursues activities that employ advanced technology, afford opportunities to build prototypes, and are explored through experiments in realistic and operationally relevant environments. The Innovation in Intelligence, Surveillance, Reconnaissance and Targeting (I2SRT) Program Manager is a focal point for various sponsors of the capability to realize innovative solutions to targeting utilizing multi-intelligence and tactical sources.
This position will be responsible for developing tasking, managing staffing and project schedules, and providing leadership and direction to staff assigned to prototype development efforts. The ideal candidate will establish a vision and plan to capture I2SRT efforts, work with the program area team to realign efforts and guide their execution to deliver critical contributions to the Government. You will manage and grow an experienced project management and multi-disciplined engineering team. You will develop and execute a strategy to enable the Mission Area Strategic Vector of continuous universal targeting and will identify opportunities for internal and external collaboration. External engagement will be required across a wide-range of DoD sponsors and industry organizations. Within APL, the I2SRT program intersects with multiple sectors, mission areas, and program areas requiring extensive coordination with various program leaders across the Laboratory. Thought leadership and the ability to address critical challenges with impactful analytic approaches will be key in this role.

Establish a vision to position the program to provide critical contributions across the ISR&T functional domains.

Develop and sustain APL relationships with DoD sponsors and relevant stakeholders.

Grow a portfolio of critical tasks that includes analytical studies, impactful research and development projects, critical digital systems engineering, and prototype development activities consistent with the Precision Strike Mission Area's vision and strategy.

Provide and conduct thought leadership activities to ensure a complete understanding of sponsors’ critical needs and current and future challenges, shape analytic work, and make technical contributions where appropriate and as a logical extension of APL’s strengths.

Actively manage projects, execute project funding, and process associated Task Assignments (TA), proposals, and supporting documentation in accordance with APL policies and government contracting regulations.

Ensure that deliverables meet sponsor expectations and project execution is within schedule and budget constraints.

Leverage and coordinate across APL sectors, applying innovation for the range of technology development associated with ISR&T activities.

Strengthen the APL role as trusted agent in Service unique and Joint programs.

Apply your technical skills to contribute to the success of projects working in cooperation with the the project or technical lead.

Maintain and continue to mature technical acumen in multiple sensor modalities and emerging multi-intelligence and tactical sources and methods for targeting.

Provide direction that establishes program priorities and cultivates team building within APL, with the program sponsors, and with sponsor supporting organizations.

Nurture a trusted relationship within the APL mission areas and intersecting community (e.g. other program managers, technical leaders, group supervisors, and support staff).

Mentor key project leaders for career growth in project and program management.

Oversee and coordinate with line management to select, train, and mentor project and technical leads.

Qualifications
You meet our minimum qualifications for the job if you have...

A Bachelor's degree in a relevant technical discipline such as engineering, physics, mathematics, computer science, operations research or another similar field.

Extensive technical, operational, organizational, technical development, analysis, or systems engineering experience with DoD systems.

Demonstrated effective project management and/or team leadership experience to include experience in full life cycle systems engineering, complex systems, complex software development, system integration, large-scale DoD experimentation and exercise activities.

Working knowledge of Intelligence Surveillance and Reconnaissance technologies, Concepts of Operations (CONOPs) and mission planning.
-
Demonstrated understanding of systems engineering, design optimization, and modeling and simulation practices.

The ability to form strong, trusted relationships with sponsors and interact effectively with high-level DoD military and civilian leaders.

Demonstrated effective abilities in team leadership, organization and planning, interpersonal communication, coaching, and mentoring.

Excellent oral/written communication, interpersonal, problem-solving, and organizational skills.

An active Top Secret security clearance and can ultimately obtain a TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

A Master’s degree or Ph.D. in a relevant technical discipline, and/or Technical Management (or equivalent).

Recognized expertise across multiple domains including sensor, communications, weapon system design, testing and experimentation, and advanced kill-chains.

Knowledge of APL programmatic, fiscal, and technical environments.

Knowledge of and relationships with the IC, OSD, Navy, Army, and Air Force weapon systems development community.

Knowledge of S&T sponsors and the weapons acquisition community.
