Job Goal:
Provide and coordinate professional development and services, developing products, and providing technical support for LEAs and ESC 4 staff in the areas of state and federal accountability and assessment in an effort to support the ESC’s core purpose and strategic goals.

Master’s degree
Certification
- Texas Educator Certificate, preferred
- Texas Mid-management or Supervisor Certificate, preferred
Experience
- Three years of experience in leadership position at campus or district level
- Five years of experience working in public education
- Experience in developing content and delivering trainings in the area of accountability to campus and central office administrators to provide guidance in meeting state and federal requirements
- Experience in developing content and delivering trainings in the area of assessment to campus and central office administrators to provide guidance in addressing assessment requirements and changes
- Experience in providing regional and statewide support in the areas of assessment and accountability to both district and statewide stakeholders
Special Knowledge and Skills
- Deep knowledge of the rules, policies, and procedures related to the state and federal accountability system and the state assessment program
- Exemplary written and verbal communication skills
Preferred Qualifications:
- Central office experience
- Ability to analyze and interpret performance assessment reports; knowledge of Data Management for Assessment and Curriculum (DMAC)
- Ability to identify connections between instructional programs and student performance – including, but not limited to special programs (special education, CTE, etc.) and student demographic groups and design
- Ability to simplify both lengthy and complex materials to best serve the specific audience being addressed.
- Experience as a regional district testing coordinator and/or district accountability lead
Major Responsibilities:
- Provide leadership and technical expertise to assist LEAs in analyzing and interpreting campus, district, regional, and state performance reports.
- Disaggregate regional and statewide data; produce and analyze campus, district, regional, and state performance reports for the ESC and provide recommendations for department support services.
- Represent the ESC on statewide committees and networks in support of assessment and accountability topics.
- Serve as the assessment and accountability lead for communication networks between area LEAs, other regional service centers, and the Texas Education Agency.
- Collaborate with stakeholders through systemic support efforts to improve student performance.
- Participate in developing, planning, and implementing professional development, products, and services in the areas of assessment and state and federal accountability.
- Develop, present, and facilitate effective professional development.
- Provide assistance in activities related to compliance with state and federal laws, state policy and regulations, and adhere to ethical and legal standards.
- Engage in professional development to maintain knowledge and skills in area(s) of responsibility.
- Collaborate with team members, and other departments to systemically assist LEAs in fulfilling all requirements of the state and federal accountability system, including campus planning, data disaggregation, and onsite technical assistance.
- Maintain successful communications efforts/updates between Region 4 and customer district personnel to maintain strong relationships, effective communication, and exemplary customer service between the ESC and local LEAs in the areas of assessment and accountability.
- Assist in planning and developing special project activities, e.g., grant proposals, interdepartmental services, demonstration sites, research studies, and other customer-based projects.
- Participate in state-level functions related to area(s) of responsibility.
- Coordinate the regional assessment and accountability program and help with center-wide efforts.
- Provide technical assistance and services as specified by any applicable federal grant that funds this position.
- Provide leadership and support to specialists in progress monitoring to ensure program effectiveness, including consistency of administrative procedures (e.g., program budgets, monthly/annual internal and external reporting, and scheduling).
- Provide leadership in planning, developing, implementing, and evaluating department effectiveness, professional development, services, and products in area(s) of responsibility.
