JOB SUMMARY
The Organization & Talent Development Manager is responsible for overseeing and implementing strategies to enhance organizational effectiveness, employee development, and talent acquisition within County Housing. This role involves assessing the organization’s current structure, processes, and talent needs, and developing initiatives to optimize performance, foster a culture of learning and growth, attract top talent, and maximize employee engagement and retention. This position will work and communicate with people from a broad range of socio-economic backgrounds.

PRINCIPAL ROLE AND RESPONSIBILTIES
- Design and implement talent management strategies aligned with organizational goals and objectives.
- Lead the recruitment process, including sourcing, screening, interviewing, and selecting candidates for various positions.
- Collaborate with departmental leaders to identify talent gaps, replacement planning and succession planning opportunities.
- Design and deliver training programs to enhance employee skills, leadership capabilities, and overall performance.
- Lead initiatives to promote diversity, equity, inclusion and belonging throughout the organization.
- Conduct organizational assessments to identify areas for improvement and develop action plans accordingly.
- Provide coaching and guidance to managers and employees on performance management and career development.
- Manage employee engagement surveys and feedback mechanisms to assess organizational health and employee satisfaction.
- Analyze data and metrics to measure the effectiveness of talent development initiatives and make data-driven recommendations for improvement.
- Stay current with industry trends and best practices in talent development and organizational effectiveness.
- Serve as a liaison between employees and management to address concerns, facilitate communication, and drive positive organizational change.
EDUCATION, KNOWLEDGE, SKILLS, AND EXPERIENCE
- Bachelor’s degree in business administration or a related field; or seven (7) years equivalent education and experience.
- Excellent analytical skills and attention to detail.
- Effective communication and negotiation skills.
- Ability to collaborate with cross-functional teams and influence stakeholders.
PHYSICAL REQUIREMENTS
This position will primarily work within the office environment but may also engage in occasional physical tasks such as bending, reaching, sitting, and walking during the workday. This role may require the ability to lift items weighing at least 20 pounds. Moreover, the individual will also spend extended periods each day working on a personal computer. Must be available to work flexible and longer hours during busy seasons. Reasonable accommodation may be available to enable persons with physical disabilities to perform the job.
