Job Duties
The Department of General Services/Division of Purchases and Supply is seeking a Training Coordinator to support their mission, goals, and objectives through expanding the sphere of knowledge of Virginia Public Procurement among the workforce as well as promoting and developing learning opportunities for professional procurement officers.
The primary responsibility of this position is to serve as project manager for the eVA Training Program. Another responsibility of this position is to design and develop plans, text, graphics, multimedia animations and simulations, tests, or assessment instruments for use in instructor-led or asynchronous e-learning courses and integrate these into a final course deliverable or deliverables utilizing a variety of adult learning methods and e-learning and digital marketing and design software. This position works primarily independently, with senior leadership, and/or with a team of subject matter experts (SMEs) within the division and with cross functional teams within the department and other agencies. In addition, this position provides end to end coordination of training programs, trainers, and materials for assigned programs.
The selected candidate will serve as eVA track coordinator and support for the DGS/DPS Forum statewide conference. This position acts as senior LMS administrator for eVA programs and is responsible for eVA VILT scheduling, to include trainer selection and training, and maintenance, including periodic curriculum reviews.
This position is located in Richmond, Virginia and is eligible for a hybrid telework schedule (telework up to 2 days/week) upon completion of an approved telework agreement.

Minimum Qualifications
- Demonstrated proficiency with Microsoft Office, Adobe Creative Suite, and a working
knowledge of Articulate products or similar eLearning software in the development of
online training.
- Excellent project management, time management, and organizational skills and the
ability to manage multiple projects and project teams.
- Excellent verbal and written communication skills.
- Strong attention to detail, critical thinking, and analysis skills.
- Proven facilitation, coaching and presentation skills.
- Excellent customer service skills.
- Demonstrated ability to work effectively with all levels of management, staff, customers,
and vendors to maintain cooperative and effective working relationships.
- Demonstrated ability to make sound, independent judgments while knowing when to
seek guidance from senior management.
- Ability to plan, prepare, and conduct functional user training in formal classroom settings,
online formats, and on an individual basis.
Additional Considerations
- Experience and/or knowledge of eVA, Virginia’s eProcurement system
- Experience developing training using proven instructional design techniques and practices to provide courses that adhere to
accepted quality standards such as those of the ATD certification institute, International Association for continuing Education and
Training or other accepted bodies.
- Experience related to training in e-Business, e-Commerce, automated procurement systems, technology instructional design,
educational technology, educational program leadership, and/or training administration and presentation skills.
- Experience with LMS administration.
- Experience with conference/event planning.
