Job Title: Program Manager

Job Overview:
This position will primarily be responsible for the development and delivery of the Center for Inclusive Child Care professional development services, including coaching and learning resources, based on Minnesota Department of Human Services contract specifications. This position is part of the Executive Team and is responsible for direct supervision of staff. Partner with the Executive Director to oversee the strategic planning, development, and execution of all program initiatives within the organization.
Key Responsibilities
Strategic Vision and Leadership (35%)
- Oversee development, delivery, evaluation, and continuous improvement of CICC professional development services for early childhood educators, including coaching and learning resources, aligning with CICC's strategic goals.
- Lead cross-departmental teams to ensure cohesive execution of strategic initiatives and the integration of new and existing programs.
- Lead evaluation planning and implementation to assure continuous learning and improvement of CICC professional development services, ensuring stakeholder voices are represented and resulting learning is shared with stakeholders.
- Develop new funding streams to ensure financial sustainability with the support of the Executive Director.
- Conduct regular meetings with the RBPD (Coaching leadership) team to plan and manage coaching supervision, growth, and development, ensuring the effectiveness and efficiency of coaching delivery.
- Conduct regular meetings with staff and contractors coordinating the development and delivery of learning resources, including website development and social media, to ensure relevant, accessible, and high-quality learning services and encourage responsive innovation.
- Collaborate with the Executive Director and Executive Team to align coaching and learning programs with broader organizational objectives.
- Foster an environment of open communication and collaboration, promoting a culture of respect and mutual support.
Operational Oversight (40%)
- Manage the organization's programs promoting quality early care and education, oversee all staff involved, evaluate support programs and ensure that program activities meet specific organizational goals and objectives and ensure optimal performance.
- Supervise staff leading and coordinating CICC professional development services for early childhood educators, including coaching and learning resources.
- Assist with recruiting and training the coaching and learning resources team, ensuring that new hires are well-integrated and aligned with CICC’s mission and standards.
- Assist leads with onboarding and training new hires, providing them with the tools and knowledge needed for their success.
- Conduct regular one-on-one meetings with direct reports to share feedback, reflect on practice, problem-solve, and identify strengths and areas for growth.
- Evaluate program performance regularly and report on activities and outcomes to the Executive Director, ensuring transparency and accountability.
- Manage the planning, execution, and assessment of professional development and coaching support programs.
- Work with the Executive Director and the Finance Manager to track expenditure in accordance with the budget.
- Partner with the Executive Director in fundraising efforts.
Grant Writing and Reporting (20%)
- Assist in identifying grant opportunities and assist in the development and submission of grant proposals.
- Provide input in the management of grant-funded projects, ensuring compliance with funding requirements.
- Work closely with the Executive Director as a part of the Executive Team at CICC to gather and report on program grant obligations and deliverables.
Staff Development and Organizational Culture (25%)
- Direct comprehensive training programs for coaching staff, promote professional growth, and maintain a dynamic organizational culture.
- Oversee planning and implementation of the CICC professional development, communication, and support for coaching and learning resources staff .
- Evaluate staff performance and metrics for program success to enhance accountability and effectiveness.
- Develop, implement, communicate, and interpret programs, objectives to coaching leads, coaches and providers when relevant.
- Promote diversity, inclusion, and maintain professional ethics in all organizational activities.
Partnership and Community Engagement (10%)
- Establish and maintain strategic partnerships at local, regional, and national levels, enhancing CICC’s impact and reach.
- Engage with community partners to achieve shared objectives and enhance the organization’s reach.
- Engage with socially, economically, or culturally diverse communities to promote inclusivity.
- Act as a primary organizational spokesperson in community engagements, effectively conveying the mission and impact of the program.

Travel & Expected Hours of Work
- Requires up to 25% travel throughout Minnesota, including the ability to independently travel as needed for appointments, meetings, and training sessions, occasionally requiring overnight stays.
- Must be physically able to independently operate your own vehicle and travel independently throughout the region, and statewide, as needed.
- Hours are generally Monday through Friday unless otherwise noted for special projects and presentations requiring travel.
Physical Requirements and Work Environment
- Work involves both office-based and remote settings, offering flexibility and adaptability in work locations.
- Ability to engage in prolonged periods of computer and phone use.
- Occasional need for light physical activity, including lifting objects less than 15 pounds and intermittent movement within work environments.

Minimum Qualifications
- Bachelor’s Degree in Early Childhood Education, Child Development, Parent Education, or a related field.
- Five years of experience in mentoring, coaching, consultation, or technical assistance.
- Three to six years of leadership and supervisory experience, including managing staff development initiatives, coordinating professional development services, and ensuring program integrity and quality.
- Experience in grant writing, management, and reporting, with a successful track record in securing and administering grant-funded projects.
- Must meet the Achieve requirements for endorsement for Health & Safety Specialist, Inclusion Coach, and Infant Toddler Specialist found at: https://www.mncpd.org/resources/#tab-id-3
- Must possess and maintain a valid MN state driver’s license and vehicle insurance.
- Satisfactory completion of pre-employment background screening.
Preferred Qualifications
- Master’s degree in a relevant field, enhancing depth of knowledge and strategic insight.
- Background in curriculum development/writing, demonstrating expertise in educational content creation.
- MACMH-IEC Endorsement at Level 2 or above, or willingness to achieve endorsement within two years of starting at CICC, underscoring a commitment to children's mental health and early childhood development.
- Over ten years of experience in early childhood settings, demonstrating a profound understanding of adult learning principles and relationship-based, strength-based learning and growth.
- Completion or willingness to complete the Relationship Based Professional Development Credential.
