The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.
This position is located in the Department of Energy and Environment’s Urban Sustainability Administration, Sustainability and Equity Branch. The incumbent will lead the buildout and governmentwide expansion of the District’s certification program to ensure all District Government contracts over $100,000 are abiding by the city’s Environmentally Preferable Products and Services (EPPS) requirements. The DOEE program is less than two years old and is at a pivotal point in development, with citywide rollout planned for FY2025. In supporting the District’s sustainable procurement commitments, this individual will lead a small team that works closely with the Office of Contracting and Procurement (OCP) and a diverse set of agency partners and external stakeholders.
Duties and Responsibilities
Specific duties include establishing a methodology to implement an EPPS certification process, collecting data to evaluate programmatic and benchmarking processes, identifying and supporting strategies to increase sustainable purchasing, enhancing District government contracts and procurement processes, and partnering with OCP to ensure all procurement staff are trained and complying with EPPS requirements. Conducts management surveys, audits, projects, meetings, etc., and provides advisory services to operating or management officials. Based upon assessments made, identifies actual or potential problem areas, trends and or areas of significant concerns. Develops, recommends, and implements policies for corrective actions necessary to remedy deficiencies in program areas.
Recommends the establishment of new and/or revised policies, procedures, and other documentation, as the need arises, to more effectively meet the goals and objectives. Makes recommendations to get the program and operation in compliance. Coordinates agency policy, plans, and programs with the activities of other public and private community organizations through committee representation, individual conferences, or through review and reaction to proposals submitted by other agencies and groups.
Qualifications and Education
Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.
Preferred Experience: The ideal candidate will have experience in managing programs from ideation to implementation, building and leveraging complex stakeholder relationships, and developing evaluation frameworks using data collection and benchmarking is required. Interest and or experience in sustainable purchasing and District lawmaking and regulatory processes is desired.
