Gathering System Facilities Engineer

RW Gathering is a mid-sized privately held Natural Gas Gathering Company and is actively interviewing candidates for a Gathering System Facilities Engineer in either our Canonsburg, PA or Indiana, PA office. Must be a self-starter, detail oriented, able to multi-task, and capable of growing with the company. This position is full-time and onsite (hybrid is currently not optional).
Position Overview
Manage natural gas gathering systems, perform routine pipeline inspections and maintenance, and handle regulatory compliance for the systems.
The essential job duties include, but are not to be limited to the following:
· Manage the operation of natural gas pipeline gathering systems.
· Use knowledge of pipeline construction, pipeline operations, pigging, valve inspection and maintenance, CP systems and rectifiers, compressor and dehy operations, pressure control devices, gas measurement, pneumatic instrumentation, etc.
· Maintain construction and O&M records and documentation. Maintain test and inspection schedule for auditable activities.
· Maintain compliance with the requirements of 49 CFR Parts 191 and 192 working in conjunction with Douglas Pipeline.
· Provide hands on assistance to technicians with pipeline and compressor operations. Obtain and maintain Operator Qualification certification to perform all relevant PHMSA covered tasks required to support company operations.
· Troubleshoot and recommend/implement solutions to operating problems. Identify and address potential problems or issues.
· Research, specify and purchase materials and services to support construction and operations.
· Develop bid documents, obtain quotes, select contractors, coordinate/monitor work by contractors.
· Assist with environmental compliance regarding emissions, inspections, leak detection, spills, SPCC plans, etc. Provide compliance data as required. Perform monthly leakage surveys at compressor stations.
· Communicate effectively with regulators, contractors, landowners, local EMS and other officials to answer questions, resolve issues, etc.
· Provide oversight to pipeline locator contractor, act as primary company contact with PA One Call System. Respond to emergency one calls and other one call tickets that indicate proposed excavation may impact company facilities.
· Provide fabrication drawings or sketches along with test plans for small piping projects.
· Represent company in field and office audits conducted by regulatory agencies.
· Fill in for operations personnel as needed. Tasks may include starting and stopping compressors, adjusting sales rates, addressing dehy or other problems.
· Provide operating and other reports as required by management. Monitor facilities operating expenses; generate facilities operating expense estimates as required.
Minimum Qualifications:
· Engineering degree and 5+ years of experience in the operation of pipeline gathering systems. Working knowledge of pipeline construction, pipeline operations, pigging, valve inspection and maintenance, CP systems and rectifiers, compressor and dehy operations, pressure control devices, gas measurement, pneumatic instrumentation, etc.
· The position is safety sensitive and is therefore subject to random Drug & Alcohol testing.
· Safe driving record. Motor vehicle background check is required.
· Work is approximately 20% office and 80% field.
· Working knowledge of 49 CFR Parts 191 and 192, PA PUC Act 127 and general OSHA safety requirements. Familiarity with ASME B31.8 and other codes included by reference in Parts 192 is a plus.
