Systematic Management Services, Inc. (SMS) is actively seeking an Emergency Watch Officer/ Analyst to provide support to our client in Washington, DC.
Experience Requirements:
● Demonstrated expertise in emergency planning, preparedness and response procedures supporting the agency’s day-to-day, exercise and emergency operations.
● Experience in performing functions of a Watch Analyst.
● Professional writing experience in developing and maintaining policies, procedures, plans, and decision-support (executive) briefings and reports.
● Advanced technical proficiency in standard office applications; Excel, Word, PowerPoint, SharePoint, Microsoft Teams.
Education Requirements:
● A bachelor’s degree. A bachelor’s degree can be replaced with an additional four years of relevant experience.
Security Clearance Requirements:
● An active Top Secret or Q clearance.
Duty Location:
Department of Energy Headquarters in Washington, DC.
Position Requirements:
● Require commitment to perform rotating Watch Analyst shift(s).
● Initial point of contact for all U.S. Government, State and local Departments and agencies, receive and analyze incident reports and intelligence information/reports concerning potential or actual emergencies, crises, and national security incidents, evaluating the many and varied factors considered during any potential or real emergency, ensuring timely dissemination of pertinent information to responsible Department officials.
● Assist with the coordination, authorization of emergency procedures needed to activate the DOE Emergency Management Team (EMT), prioritize communications and computer resources supporting the EMT, contributing directly to an effective and efficient response to all types of emergency situations.
● Coordinate the information flow between Headquarters, field sites and other U.S. Government agencies including the White House Situation Room, the National Security Council, the Departments of State, Defense and Homeland Security, the Federal Emergency Management Agency, the Nuclear Regulatory Commission, and the National Response Center.
● Participate in the review and maintenance of established emergency operations procedures. Develop, maintain, and implement emergency procedures designed to facilitate both DOE’s responses to a wide variety of emergency situations, including energy emergencies, operational emergencies (e.g., nuclear weapons accidents, safeguards and security incidents, radiological threats and/or incidents, etc.), and the Department’s readiness to implement Continuity of Operations (COOP) and/or Continuity of Government (COG) plans.
● Participate in exercises to maintain proficiency in transferring all operations to the designated Alternate Operations Center (AOC), and when necessary, relocate to and maintain operations from the AOC. Plan, coordinate and manage the DOE incident/emergency computer and communications network providing secured and unsecured communications between DOE Headquarters, DOE Field offices, other U.S. Government agencies and allied foreign governments, ensuring that critically needed information can be rapidly transmitted to concerned parties during incidents and/or emergencies.
● Integrate different operations and procedures, provide real-time tracking of nuclear weapons and nuclear materials shipments throughout the world, and extract, analyze, and disseminate information pertinent to those shipments to responsible program officials.
● Brief Senior DOE staff members and other high-level officials concerning emergencies, incidents, and other information pertinent to DOE. Maintain current knowledge of emergency plans, procedures, and resources and participate in EMT training programs, tests, and exercises.
● Contribute directly to interagency operational support and coordination.
● Commitment to maintain EOC operations from the designated DHS Emergency Relocation Site (ERS), as necessary.
● Assist in working natural disasters, and energy related incidents. Comfortable briefing the Senior Watch Officer (SWO) to ensure that any response is fully coordinated between DHS and DOE.
● Resolve any conflicts arising between DOE and DHS during any incident. Actively support members of the Interagency Incident Management Group (IIMG) established by DHS in which a DOE nuclear, scientific or energy expert is an active participant.
● Effectively apply a comprehensive working knowledge of policies and procedures, fulfilling a key role in emergency response operations, resolving policy and program objective conflicts as needed.
