The Learning & Development Senior Officer is part of a team-based structure that works on initiatives to provide state-based policy and leadership training for staff from Medicaid and other partners across health and human services agencies across the country. This position will be responsible for implementing existing programs as well as designing and delivering new professional development programs for public sector health and human services staff, as part of CHCS’ Leadership and Capacity Building initiatives. It is a unique opportunity to help ensure public sector leaders and safety-net providers have the expertise required to effectively manage Medicaid programs and services and to support a robust pipeline of prepared and diverse individuals to succeed in these roles in the future. In doing so, this position will impact the health outcomes of millions of Americans who access health coverage through Medicaid and its partners.
This full-time, senior-level position will report to the Director of Leadership and Capacity Building and is based in the CHCS office, near Princeton, NJ. Local candidates are desired; remote candidates located outside of the NJ/NY/PA area will be considered but will be required to travel to the home office from time to time, in addition to the position’s regular travel responsibilities.

In partnership with Director, lead the design of CHCS’ state-based training programs for state health and human services leaders, with a particular focus on Medicaid. This includes developing curriculum plans, training agendas, and supporting materials such as slides, case studies, resources, and workbooks.

Deliver trainings to program participants using a variety of training tools and methods. This will include responsibility for fostering an inclusive and effective learning environment as well as facilitating training content and activities (e.g., lectures, case studies, applied learning exercises, etc.).

Lead program evaluation activities to understand program participants’ experience, program impact, and opportunities for future refinement to curriculum design and delivery.

Manage assigned projects, including developing project work plans, holding accountability for successful completion of project/contract deliverables, and developing and managing project budgets.

Produce funder reports and other dissemination vehicles highlighting project activities and their impact.

Contribute to briefs, blogs, and tools and develop presentations on relevant topics.

Manage project teams and support junior team members.

Collaborate with other senior program officers through peer group strategy and planning discussions.

Strong interest in leadership and organizational development for public sector health care leaders.

Strong interpersonal skills, including the ability to interact effectively with internal and external team members from varying backgrounds and areas of expertise, including ability to work with a diverse group of public sector leaders, payers, providers, and other stakeholders across the nation.

Familiarity with Medicaid, coverage and access needs of an expanding Medicaid population, payment reform models, and working with state/local public agencies and providers is a plus but not required.

Strong organizational skills and attention to detail with the ability to manage multiple projects, track deliverables, and the ability to work both independently and in teams.

Strong communication and writing skills with the ability to write clear and effective materials for a wide range of audiences.

Master’s degree in related field (public policy, public health, social work, organizational management, education, psychology) preferred or equivalent professional experience. Certifications in leadership assessment tools (e.g., MBTI, Skillscope 360, DiSC, etc.), project management, and/or change management are a plus.

7-10 years of related work experience. Experience related to professional development training program design, adult learning, implementation, and/or facilitation is a plus.

Proficiency with Microsoft Office Suite (Word, Outlook, PowerPoint, Excel).

Able to travel nationally as required, typically one to two times per month.
The incumbent will perform job duties in a business office or business home environment. Tasks are generally carried out with no specific or unusual physical or environmental demands. This role requires the ability to operate a computer for extended periods of time with standard office equipment. The incumbent may be required to attend meetings, both on- and offsite, via phone, videoconference or in person. The salary range for this position is $89,380 - $138,538. The exact salary for this position will depend on the candidate's years of relevant experience and responsibilities. CHCS’ benefit package is comprehensive and highly competitive.
