Position Summary:
This position directs the management and operation for water, wastewater, storm water, cemetery, street, and park facilities. This position works closely with the Mayor, Council and other Village personnel; represents the Village to other agencies and organizations. This position assists residents with issues regarding municipal services and evaluates the responsiveness to Village operation and services. The Village Administrator will adhere to existing Village policies and procedures, and may create and collaborate with the Mayor and Council to create and devise ordinances and resolutions, as needed to properly adhere and efficiently comply with the duties of this position. The Village Administrator will work closely with the Solicitor, Fiscal Officer, Utility Billing Clerk, Utility Superintendent and other professionals to resolve municipal matters. The Village Administrator reports directly to the Mayor and Village Council and keeps informed on municipal services, projects, plans and fiscal matters of the departments overseen by written and/or oral reports at Council meetings, which regular attendance is required.
This position acts as the Zoning Inspector and enforces the Zoning Ordinances and issues zoning permits. This position also acts as the Flood Plain Manager, and ensures Village maps and drawings reflect changes and are up to date. The Village Administrator oversees projects and inspects contractor’s work, approves change orders and makes sure projects are completed timely and as planned. The Village Administrator researches and drafts grant applications for projects as opportunities arise, as well as handles the ongoing administration of those federal and state grant programs. The Village Administrator advises the Mayor and Council on major problems and concerns pertaining to Village operations and recommends solutions; confers with elected officials, state and federal agencies, private organizations and citizens concerning Village matters; represents the Village before legislative, judicial, and administrative bodies; directs and evaluates the work and professional development of subordinates and staff.
Desired Skills:
· Comprehensive knowledge of municipal management concepts and techniques
· Considerable knowledge of financial management that allows for proper planning and implementation of annual budget for departments supervised and ability to maintain fiscal responsibility
· Thorough understanding of civil engineering and construction principles and practices with the ability to interpret plans, drawings, and how they relate to the municipal infrastructure and zoning regulations
· Comprehensive knowledge of Municipal Zoning Ordinances
· Basic knowledge of surveying
· Comprehensive knowledge of water treatment and waste water treatment
· Considerable knowledge of project management and ability to with Village Engineering Consultants, Solicitor, Mayor and Council to prepare and review contracts, bids, proposals and agreements for legal correctness and price
· Ability to effectively communicating complex instructions and policies both orally and in writing, to individuals and to groups.
· Ability to direct, evaluate, and develop personnel for responsible departments, and to analyze and solve difficult management problems.
· Ability to perform the essential duties of this position with honesty, integrity, resourcefulness, and sound judgement.
Requirements: Valid Ohio Driver’s License and ability to be bonded
Minimal Education: High School Diploma or GED, with five (5) or more years of experience in supervisory position in Municipal or County Government, or comparable experience in the public sector. Working knowledge of Microsoft Office and use of modern office technology is required, as well as ability to learn any databases software necessary for job performance.
Consideration Given for: Post-Secondary Education in Construction Management, Business Administration, City or Regional Planning, Civil Engineering, or a closely related field, or three (3) years work experience in management in Municipal Government
