SALARY RANGE: Senior Program Manager: $60,170-$91,070 (commensurate with experience)

Position Summary:
All Chicago seeks a Senior Program Manager to serve as a strategic leader in advancing All Chicago and the homeless response system’s approach to homelessness prevention.
The SPM is primarily responsible for establishing a framework for prevention resources within All Chicago, which includes both the oversight of prevention financial resources as well as collaboration with other systems to prevent discharge into homelessness. The SPM is responsible for identifying and managing partnership relationships that advance the prevention work, and overseeing subcontracts or contracts that support service delivery. The SPM must be able to help All Chicago create and implement a strategic vision for ensuring that prevention resources are maximizing impact. This will be done in conjunction with the Data and Performance Team. The SPM must have excellent relationship, management, and organization skills along with knowledge of budgets, compliance, and monitoring. Additionally, the SPM will be responsible for working on other special projects related to All Chicago’s role as the Collaborative Applicant and lead on the CoC Implementation Structure.

Position Responsibilities:
Program Oversight Responsibilities
-
Work with the Vice President of Strategy and Innovation to ensure all programming aligns with known research and best practices; develop and implement changes to programming necessary to maximize impact.

Develop and retain relationships with leaders in other systems, such as child welfare, to collaboratively prevent discharge into homelessness.

Use a Data Driven Performance Management approach for managing subcontracted partners, including leading the evaluation, data analysis, continuous improvement, and reporting activities, including to donors and other stakeholders.

Ensure strategic and appropriate connections between the team and other teams at All Chicago.

Manage relationships with all subcontracted partners, including working with the finance and contracts team to execute contracts, evaluate contract performance, decide on contract renewals, conduct partner selection processes, and use data to inform all subcontractor processes.

Maintain records and ensure processes are in place to accurately report to funders on a regular basis.

In partnership with the VP of Strategy and Innovation, serve as a liaison between All Chicago programs and our public and private funders.

Collaborate with the Homeless Management Information System (HMIS), Tech and Data and Performance teams to address both internal and provider level data needs, providing subject matter expertise to guide how data should be tracked, pulled, and interpreted as needed.

Maintain records and ensure processes are in place to accurately report to funders on a regular basis
Administration and other Activities

Lead, mentor, and supervise assigned staff, interns and/or AmeriCorps VISTA members. Provide appropriate supervision sessions with direct reports, prepare three-month probationary evaluation reports for new hires, twelve-month performance evaluation for all direct reports and ensure completion of annual professional development plans, ongoing monitoring (leave requests, accuracy of hours worked, and adherence to HR policies and procedures) and the related hiring and training for positions.

Create annual professional development plan and actively work to meet identified benchmarks throughout the year.

Develop and manage a high performing team, ensuring succession plans are in place.

Work closely with All Chicago leadership to oversee the development and implement of the team’s strategic plan objectives and ensure they are in alignment with the organization and direct reports’ workplan.

Requirements:
Requirements / Qualifications:
Successful candidates will demonstrate commitment to preventing and ending homelessness in Chicago and will have the following:

Bachelor's degree in social work, human services or a related field, or an equivalent combination of education and experience.

A minimum of 5 years of experience in the field of social services or related experience.
