Position Overview
The Office of Employee Services (OES) supports the work of all school-based and Central Office staff and is comprised of the following teams:
- The Benefits and Compensation team is responsible for the following: administering and encouraging adherence to a consistent classification grading philosophy; ensuring that DCPS administers compensation policies consistently and pursuant to relevant legislation and collective bargaining agreements; providing support to units during reorganizations, RIFs, and other periods of hire, transfer, promotion, and demotion; conducting classification reviews, administering position audits, and approving position descriptions; offering retirement counseling, guidance, and advanced planning; and administering the agency’s health, life, tax shelter, flexible spending, and supplementary benefits plans.

The HR Information Systems and Records Management team ensures systems data integrity, manages the data reporting function, processes personnel actions in PeopleSoft, provides position management support for schools and Central Office, provides time and labor support, and manages the personnel filing system for all DCPS employees. The team also serves as a key HR partner to external agencies like the Office of the Chief Technology Officer (OCTO), the DC Office of Human Resources (DCHR), and the Office of Pay and Retirement Services (OPRS).

The Employee Experience (EE) team provides all new employees with robust onboarding support and leads the development and implementation of resources, workshops, and events designed to support employee needs. EE also supports procedural compliance related to background clearance checks for DCPS employees and manages additional support functions including the Employee Services helpline, walk-in visitor reception, and employee offboarding processes.

The HR Systems Development team manages the design, development, and overall strategy of several technical applications managed by Central Office teams. This technical team ensures that data is accurate and integrated between systems. It seeks to use applications and their data to improve and fine-tune processes so that the agency can accomplish its work efficiently and DCPS employees are empowered to easily use these systems.

The Strategic Staffing team is responsible for hiring for all positions in DCPS. The team provides budgeting support, works with principals and supervisors to develop their staffing plans and personnel budgets, and works with employees, principals, and hiring managers on staffing changes.

The Instructional Talent Acquisition and Retention division is responsible for the recruitment, selection, and retention efforts for educational aides, related service providers, instructional coaches, and teachers. This work includes nationwide recruitment to ensure that DCPS has excellent educators who are able to serve the diverse needs of our students.
The Specialist, Educator Pipelines will be responsible for working with the Manager, Educator Pipelines and Credentialing to create new and expand upon existing pipeline partnerships. The Specialist will use his/her expertise in training novice teachers to develop, implement, and monitor the effectiveness of pipeline partnerships within the District. This work will include analyzing effectiveness trends of novice teachers across the District, identification of high-need content areas to support, oversight of pipeline partner organizations, and analyzing data to evaluate our work and support program recommendations. The Specialist, Educator Pipelines will also support with the oversight and implementation of various educator credentialing compliance efforts.
The Specialist, Educator Pipelines will report to the Manager, Educator Pipelines and Credentialing.
Essential Duties and Responsibilities

Supports the Instructional Talent Acquisition and Retention team in implementing an aggressive and innovative national strategy for recruiting outstanding teachers and educational aides to join DCPS.
Applies deep content knowledge and relevant expertise to the creation and expansion of pipeline partnership.
Monitors the effectiveness of pipeline partners through analyzing pipeline teacher performance.
Cultivates a collaborative relationship with current and future pipeline partners.
Oversees the Student Teaching program in collaboration with local colleges and universities.
Provides support with the implementation of various educator credentialing compliance efforts.
Conducts data analysis needed to support recruitment work and pipeline partnership work.
Collects and analyzes program participant effectiveness data to make strategic recommendations about current and burgeoning pipeline partnerships.
Builds relationships and liaises with internal departments to drive pipeline program collaboration and success; and interacts with and responds effectively to urgent requests from multiple internal and external DCPS stakeholders.
Interviews and surveys pipeline providers, participants, and school leaders to determine opportunities for improvement in the training and development of educator pipelines.
Assists in execution of memoranda of understanding and/or agreement with pipeline partners.
Oversees communication with potential and current teacher applicants.
Helps support logistics for application screening, interviews, and early offer reviews in order to select approximately 800 outstanding teaching candidates from over 4,000 applicants.
Liaises with successful applicants, other departments in the Office of Employee Services, and school leaders to ensure that applicants are well matched to schools and district staffing needs are met.

Qualifications

Bachelor's degree and three to five years of related work experience.

Master's degree preferred.

Previous exposure to or experience in the education sector a plus.

Experience analyzing large datasets a plus.

Specific experience in recruitment and selection.
