Job Overview:
The Public Diplomacy Research and Evaluation Unit (REU) in The U.S. Department of State is seeking an experienced monitoring and evaluation researcher to support efforts to measure the effectiveness of U.S. Public Diplomacy Programs. This position requires a diverse set of M&E experiences including providing strategic planning and indicator development advice to conducting rigorous quantitative and qualitative research evaluation research. Successful candidates will be able to work with program staff to design and implement ongoing program monitoring systems and conduct rigorous programmatic evaluations. Candidates must be comfortable working in a fast paced, international environment.
Primary Responsibilities
- Design and implement program and performance monitoring systems at embassies around the world.
- Provide professional and organizational development support such as developing rigorous, relevant, and useful guidance and support for embassies to assist in their conduct of M&E, including support and guidance on working with grantees to conduct M&E of grant-funded programs.
- Consult with program staff at embassies around the world to develop and refine monitoring and evaluation support needs.
- Design and conduct mixed-method program evaluations.
- Design and deploy data collection tools like surveys, interviews, focus groups, and observations and conduct a wide array of data analysis and reporting.
Requirements:
- Performance management and/or monitoring and evaluation experience
- Experience designing and conducting methodologically rigorous field research, including survey sampling and design.
- Ability to travel internationally.
- Interest in developing specialized experience and expertise in a specific region of the work, especially Africa or the Middle East.
- U.S. Citizen Required
- You must be able to obtain a security clearance. Those who do not posses an active security clearance may still apply for the position - If offered the position, candidates will then be submitted for clearance.
Job Type: Full-time
Pay: $101,186.00 - $110,596.00 per year
