Job Summary:
Suburban Pittsburgh international company seeks induvial for the administration, coordination and evaluation of the labor and employee relations functions. Primary responsibility for management and direction of labor & employee relations; as well as providing support for other HR functions as required such as recruiting, compensation, benefits and pension programs. The incumbent is responsible for managing the labor & employee relations activities according to established guidelines and sound administrative practices; collective bargaining agreements; and in accordance with the organization's mission, values, and goals.
Essential Duties and Responsibilities:
- Labor & Employee Relations: Investigates trends, develops strategy, contract language and costs before, during and after negotiation & implementation of collective bargaining agreements. Acts a chief spokesperson for labor negotiations, grievances & arbitrations. Ensures Company compliance with the collective bargaining agreements. Maintains positive relationships with union representatives. Investigates employee issues including working conditions, disciplinary actions, and employee complaints or grievances. Provides guidance and recommendations for problem resolution to departmental officials and individuals. Advises field locations concerning labor & employee relations issues and investigations. Assists in formulating, recommending and implementing employee program goals and objectives in areas of non-bargaining unit employee relations.
- Compliance: Maintains responsibility for organization compliance with federal, state and local legislation pertaining to all labor and employment matters. Assists with government contract compliance including affirmative action, equal opportunity and labor & employment law. Maintains knowledge of industry trends and employment legislation and ensures organization's compliance. Creates & updates policies & procedures in conjunction with Federal, state & local law requirements. Acts as Company representative in compliance actions including but not limited to the DOL, OFCCP, EEOC, NLRB and other federal or state organizations. Drafts responses & interacts to agency charges and actions. Collaborates with outside legal counsel in regards to legal compliance, labor & employee relations matters/questions.
- Customer Service, Focus & Market Knowledge: Works directly with department managers to assist them in carrying out their responsibilities on employee & labor relations matters. Recommends, evaluates and participates in staff development for the organization. Acts as human resource participant in reorganization, mergers, acquisitions and integration efforts. Provides employee & labor relations advice & guidance.
- Policies & Procedures: Develops, maintains, implements & communicates changes in the organization's personnel policies and procedures and ensures that proper Federal, state & local compliance is followed. Develops, designs & maintains policies and procedures in centralized database. Oversight of policy database functions.
- Supervisory: Supervises HR staff at one large plant location. Assists in establishing overall goals & vision of the department; directs the staff and provides guidance; monitors overall effectiveness of labor & human resources functions in order to make recommended improvements. Provides strategic direction to executive management for improvement of the organization's policies, procedures and practices on employee matters.
Education and Experience:
- Required: Bachelor's degree (B.A. or B.S.), or equivalent from four-year college or university
- Preferred: Master's degree (M.A.) or equivalent
- Degree or Concentration: Labor Relations; Human Resources; Business
- Required
- 3-5 years: Other HR related functions which could be benefits, pensions, recruiting, HRIS
- 5-7 years: Plant labor relations, including first chair negotiations & grievance/arbitration processing
- Required
- Some domestic & international travel as needed.

- Pension/benefits administration; HRIS/payroll oversight
