a. IT Project Support Manager
i. The IT Project Support Manager shall conduct routine inspection of construction site. Monitor the progress of the construction activities on a regular basis and hold regular status meetings with all the sub-teams. Report on status of construction activities according to pre-determined schedule. Communicate
effectively with the contractors responsible for completing various phases of the project. Coordinate the efforts of all parties involved in the project, which includes but not limited to the architects, consultants, contractors, sub- contractors, and laborers. Ensure project documents are complete.
ii. The IT Project Support Manager shall serve as a key link with the clients and review the deliverable prepared by the team before passing on to client. He supports the Project Manager/GSA Lease PM in coordination of all relocation activities, to include but not limited to records disposition, packing and disposal; disposal of government excess property; accepting of new government property; oversite of furniture installation and follow-up for corrections; coordination and oversite with GSA for move services; design and deliver informational tours and packages for occupants; security requirements for tenants is addressed including soft and hard key issuing and inventory; installation of signage; installation of physical security equipment; prepare close out of the legacy lease. Participate in person or via conference call in information transfer or actual support to other sites.
iii. Management of relocation related tasks including touring existing and new locations with General Services Administration (GSA) and vendors, on-site move management; coordination and oversite with GSA for move services, design and deliver informational tours and welcome package for tenants and coordinate post move management such as follow-up with vendors.
iv. Coordination of new space details with the local CFTC staff including develop and provide an Operations and Maintenance manual that provides information, definitions and establishes protocols including, but not limited to:
1. building rules and regulations and management contacts
2. security, badging and key distribution and management
3. coordination and acceptance of vendor deliveries
4. mail and deliveries
5. Joint Use Conference Space use and reserving
6. shelter in place locations
v. Tasks include but are not limited to:
1. Understanding of high- and low-level technical architecture and be able to facilitate and drive decisions on appropriate solutions.
2. Ensure that client agency requirements are produced to standard in a timely manner. Study job specifications to determine and advise on appropriate construction means and methods. Prepare the paperwork with the remaining items from the electronic screening for the CFTC’s signature and host the electronic screening, for one month and answer questions.
3. Proactively communicate program status and risks to all stakeholders. Prepare and take corrective action to address concerns and challenges. Document technical and operational procedures clearly and concisely.
4. Advise and communicate status of complex installations, report and escalate all observed problems to proper operational escalation points.
5. Evaluate and advise on cost-effectiveness of construction means, methods and plans as it relates to information technology systems.
6. During the pre-construction phase, continuously evaluate the materials and products being proposed for constructability and feasibility. As needed, develop & present technical comprehensive solutions to customers.
7. In support of the creation of the overall project schedule, work with project team, client agency, construction managers, architects, engineers and other stakeholders on developing logical steps and durations required to meet deadlines.
8. Coordinate the efforts of all parties including architects, consultants, contractors, sub-contractors, etc.
9. During construction, this IT Project Support Manager will be on-site and provide project management and coordination with the general contractor and other stakeholders.
10. Manage the communication of project’s changes and release notices to GSA PM.
11. Confer with stakeholders to discuss and resolve matters such as work procedures, complaints and construction issues.
12. Organize and develop transition to operations plan concerned with the construction and maintenance of Information Technology systems.
vi. Provide weekly and monthly reporting and projections. Similar duties shall include at least seven (7) of the ten (10) following criteria: Leasing, Design, Construction, Miscellaneous Tenant Activities, Recommendations to Negotiation and Procurement, Scheduling, Closeout, Oversight of Commissioning, and Site Construction Inspection Support. Additional duties include, but not limited to Architectural Reviewer, Code Compliance Review, Constructability Review, POR compliance, Space Plan Compliance, and Value Engineering. For Mechanical / Electrical / Plumbing reviewer, Code Compliance Review, Constructability Review, Program of Requirements Compliance, Leadership in Energy and Environmental Design (LEED) Compliance, and Value Engineering.
vii. IT Project Support Manager shall have a minimum of ten (10) years of overall experience in this role or similar design industry role.
viii. IT Project Support Manager will require agency specific security clearance to perform work.
ix. IT Project Support Manager shall be able to obtain a Homeland Security Presidential Directive 12 (HSPD-12) clearance.
IT Project Support Manager shall possess excellent interpersonal, oral, and written communication skills
