SUMMARY
A professional-level independent contributor position within the Agency’s Development Division responsible for long- and short-range planning involving professional, innovative, and technical work in the development of programs, plans, and projects. C-TRAN's long-range plan calls for an active role with our partners to build and promote compact development near frequent transit service with the goal of providing residents with more travel options, increasing affordable housing, and growing transit ridership. This position will lead Transit Oriented Development (TOD) activities with support of a matrixed team of planners, designers, and real estate professionals. Job tasks include the development of TOD policy, program strategic planning, coordination with Agency services and Capital Planning, management of matrixed team members, and coordination with local departments and other local and regional governments. In addition, job tasks may include the development and management of TOD projects, conducting urban design analysis and review, and conducting land use policy analysis and planning.
SCOPE OF RESPONSIBILITY
The incumbent normally performs the job by following established standard operating procedures and/or policies. Work affects the accuracy of multiple projects and requires comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization. Decisions regarding implementation of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions. Contacts may contain discussions about confidential and sensitive information necessitating discretion.
Supervision over other employees is not exercised in this position; however, the position is regularly required to engage in cooperation with bi-state, regional, and state agencies, local jurisdictions, and the public.
Work is performed independently under general direction from the Deputy Director of Capital Projects and Planning. Errors or failures to perform duties have a significant impact on organizational, departmental and unit objectives, the output of services, and employee and customer satisfaction.
ESSENTIAL FUNCTIONS
The following summarizes the essential or key responsibilities/attributes of the position the incumbent will be required to perform with or without reasonable accommodation:
Manage C-TRAN's transit-oriented development including the work plans, scopes, schedules, project budgets, design, and construction.
Conducts feasibility studies developing financial and cash flow modeling, land use policy and planning analysis, and development review.
Analyzes development opportunity sites and assists in obtaining site control, including negotiation of purchase and sale agreements, review of property due diligence, acquiring acquisition financing, and closing on property acquisition and/or use agreements.
Completes feasibility and other due diligence work related to site investigation, including ordering environmental reports, surveys, capital needs assessments and soils reports.
Develops and/or directs the negotiation and implementation of transit-oriented development or other types of agreements, contracts, systems and/or processes with public, non-profit, and private entities.
Negotiates and obtains project financing including grants, public or private partnerships, loans, tax credits, rental assistance contracts and other subsidies.
Interfaces with local government planning organizations on transportation and land use policy.
Oversees land use, design review and permit process and manages external relationships with local governments and developers.
Assists with project-based right-of-way and property acquisition, property use agreements, and permitting.
OTHER FUNCTIONS

EDUCATIION AND EXPERIENCE
Bachelor’s degree in Urban Planning, Real Estate, Transit Planning, or related field; and six (6) to eight (8) years increasingly responsible experience in real estate development, public policy, transportation planning, and/or urban design, or any equivalent combination of education and experience resulting in the ability to succeed in the position. Position related certification(s) and/or an additional four (4) years’ experience may be substituted for education requirement.
Requires knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in the above job description.
Requires ability to work on various projects simultaneously under strict timelines; establish and maintain effective working relationships with officials, jurisdictions, employees, and the general public; and excellent written and oral communication skills.
Proficiency in Microsoft Word and Excel required. Working knowledge of Microsoft PowerPoint desired.
WORKING CONDITIONS
Office environment relatively free from unpleasant environmental conditions or hazards. Minimal physical effort required.
ADDITIONAL REQUIREMENTS
Regular, dependable attendance is required.
A valid driver’s license from state of residence and a good driving record are preferred.
Must be able to comply with C-TRAN’s nonsmoking policy and function in a nonsmoking work environment.
Must maintain a physical condition which, either with or without accommodation, allows completion of all essential duties.
Must promote and model safety within the Department and Agency wide through reporting and addressing safety issues, supporting safety campaigns, maintaining a safe work area, assist in safety training documentation, and certification record keeping.
