Summary
The position has the overall responsibility for timely and accurate processing of employee payroll checks including collection, review, input, edit, output, and verification of payroll data. Explain and interpret complex payroll information to employees at all levels of the organization. Use of analytical skills to identify and address potential issues. Assist in specialized processing and assigned projects, requiring more detailed knowledge of payroll procedures.
Essential Payroll Functions
Responsibilities include, but are not limited to, the following:
- Responsible for preparing and processing weekly payroll accurately by the required deadline
- Audits weekly payroll processing to ensure accuracy. Researches discrepancies and resolves issues.
- Ensures regulatory compliance and all other related payroll policies and procedures.
- Researches payroll errors and takes appropriate action to resolve issues.
- Responsible for the maintenance of payroll records, updating for employee changes.
- Responds to internal and external audit inquires, as assigned.
- Research employee questions and provide resolution, as dictated by company policy
- Review union contracts and apply special processing requirements to the union workforce.
- Maintains payroll records and reports including backup to processed payroll (i.e. time sheets, absence requests and accrued time off, garnishments, manual checks).
- Prepare and submit the monthly union trust fund reports.
- Maintains monthly payroll allocations.
- Responsible for entering personnel transactions such as new hire, termination, paid time off, benefits deductions, garnishments, and levies.

Essential Certified Payroll Functions
Responsibilities include, but are not limited to, the following:
- Prepare and submit weekly certified payroll reports.
- Process all aspects of prevailing wages. Ensure compliance with weekly certified payroll reporting on contracts subject to the Davis Bacon Act
- Work directly with Operations and General Contractors regarding Prevailing Wage projects, wage determinations and maintain accuracy on certified reporting
- Upload certified payroll weekly transcripts into LCPTracker, eMars and Various California systems for 70 + weekly Prevailing Wage projects
- Review, correct and resubmit all Prevailing Wage rejections and process restitution when necessary
- Enter apprentices in DOL program, upload all Certificates on apprentices for new enrollments, renewals and changes
Safety
· Knowledge of safety policies and procedures and performs assigned duties in a safe manner.
- Ensure that all safety policies and procedures are followed to prevent incidents and ensure safety for all employees. Identify and respond to any ongoing or current safety issues.
- Play an active role in the development of the safety culture, making safety a natural part of all work performed.
- Attend safety meetings.
Qualifications
- Five or more years of working in a high volume, multi-state payroll department
- Familiarity with accounting principles relating to funds disbursements, payroll tax statutory requirements and payment regulations
- Familiarity with garnishment processing
- Above average customer service, communication, and organizational skills
- Ability to work independently, prioritize tasks, and meet deadlines with minimal supervision
- Ability to work as a team player in a high stress environment
- Experience with Microsoft Word and Excel
- A construction background or similar experience is preferred.
Reports to
HR Manager and receives direction from all corporate officers.
