Description:
Vistra Communications is seeking an Organizational Development Specialist to support the Military-Civilian Transition Office (MCTO) to be part of a team that will provide comprehensive programmatic research, analysis, and support services to facilitate the smooth transition of Service members, Reserve Component (RC) members, and their families into civilian life. The team will be responsible for conducting thorough assessments, developing actionable products, drafting documents, and offering recommendations to enhance the transition process. This role will provide support to the MCTO in their missions to ensure the delivery of cohesive, outcome-based training, events, products, and courses that align with the diverse needs of transitioning individuals and their communities.
Key Responsibilities:
1. Assist in the analysis and development of in-person and online training programs and mentoring staff.
2. Assisting in the creation and/or selection of course content and materials for training programs. Programs which are developed collaboratively, utilizing subject matter experts and by informally connecting with experts, mentors, and colleagues.
3. Ensure that training methods, content, and equipment are appropriate, and the position often confers with government officials of other departments to identify training and curriculum requirements.
4. Align curriculum with the organization’s goals, develop and implement training programs, update training programs to ensure that they are relevant, monitor curricula delivery methods and skills of instructors and supervisors, and evaluate the effectiveness of training programs.
5. Conduct analysis and develop recommendations to evolve employment programs to improve the Service member’s level of skill and broaden the range of skill by building directly upon the occupational skills acquired during military service.
6. Conduct analysis and develop recommendations to evolve employment programs to improve or provide skills that may not relate to the occupational skills acquired during military service but do relate to the successful performance of a civilian occupation identified by the Service member as his or her goal for civilian employment upon separation.
7. Conduct analysis and develop recommendations to evolve employment programs to refine or enhance skills acquired during military service by redirecting skills that were acquired initially with a focus on the military mission toward related skills that are required to successfully perform occupations in the civilian workforce.

Qualifications:

A bachelor's degree in organizational development, education, human resources, or a related field is required.

A minimum of 5 years of experience in organizational development, change management, talent management, or a related field, preferably in a specialist or leadership role. Proven track record of designing and implementing organizational development initiatives.

Security Clearance: Tier 3 (T3) or Tier-3 Reinvestigation (T3R).

Strong understanding of change management principles, methodologies, and best practices. Experience in leading organizational change initiatives, facilitating change processes, and building change capability within teams and departments.

Proficiency in conducting organizational assessments, diagnostics, and surveys to identify areas for improvement and development. Ability to analyze data, identify trends, and make data-driven recommendations for organizational change and development.

Experience in designing, implementing, and managing performance management systems and processes. Ability to develop performance metrics, goals, and feedback mechanisms to drive employee engagement, development, and accountability.

Strong training and facilitation skills with the ability to deliver engaging and impactful training sessions, workshops, and presentations. Experience in developing training materials, curriculum, and learning resources.

Understanding of employee engagement strategies and techniques. Experience in designing and implementing employee engagement surveys, action plans, and initiatives to foster a positive and inclusive work culture.

Strong analytical and problem-solving skills with the ability to analyze data, identify root causes of organizational issues, and develop innovative solutions. Experience in using data-driven insights to inform decision-making and drive continuous improvement.
