LOGCAP Operations Director
POSITION OVERVIEW:
The Base Operations Task Order Manager is responsible for the day-to-day operational execution of all Logistics Civil Augmentation Program (LOGCAP) functions to provide strategic and tactical base operations support and sustainment services to 10 sites in Kuwait. This role requires exceptional management and leadership capabilities, particularly in the areas of collaboration, team building, talent development, fiscal and human resources management, and process improvement. The Base Operations Manager serves as the principal liaison between the company and the government, interfacing with contracting authorities, using agencies, technical representatives, and managers to ensure mission accomplishment and problem resolution.
EMPLOYMENT LENGTH EXPECTATION: No less than two years on site
RESPONSIBILITIES:
- Provide overall leadership and direction for the LOGCAP team, ensuring the highest level of execution of the Statement of Work (SOW) and alignment with the customer's vision and goals.
- Manage and direct engineering and operations on a major LOGCAP IDIQ task order project, providing project management and leadership to ensure technical, cost, and schedule deliverables.
- Oversee day-to-day program areas including but not limited to Quality Control, Human Resources, Finance, Contracts, Logistics, Environmental, Safety and Health, etc.
- Manage, oversee, and execute the Task Order budget
- Develop, maintain, and report on technical performance metrics to effectively measure the level of performance in executing the SOW and IDIQ Task Orders.
- Monitor the performance of department managers and supervisors.
- Manager, oversee, approve, and execute Task Order budgets.
- Review/approve the Contract Data Requirements List (CDRL)
- Monitor contractual performance & costs; minimize and/or correct discrepant conditions.
- Deliver financial reports to the Senior Task Order Manager.
- Other duties as assigned.
QUALIFICATIONS:
- Degree in Industrial Management, Logistics, Business, or a related field.
- Project Management Professional (PMP) - preferred
- U.S. Citizen with Secret Security Clearance
- Valid U.S. Passport
- Valid driver's license and the ability to obtain a U.S. Government Motor Vehicle Operator's License and host nation Driver's License
EXPERIENCE:
- 8-10 years experience leading military base operations support and sustainment to include but not limited to MWR, Logistics, Transportation, HVAC, Maintenance, and Public Works
- Thorough understanding of US Army financial management, general accounting requirements, data processing systems, and contract bid/award/execute process.
- Manage installation and materials readiness programs.
- Plan for mobilization and reserve component logistical training and support.
WORKING CONDITIONS:
- Duties may involve work in outdoor environments with potential exposure to extreme climatic conditions, including frequent dust storms and high temperatures (up to 130°F) or extreme cold
- Minimal travel to regional sites
- Requirement to use Personal Protective Equipment (PPE) in certain areas, including head, foot, hand, torso, respiratory, vision, and hearing protective devices

Job Types: Full-time, Contract
Pay: $170,000.00 - $230,000.00 per year
