· The PHEP Coordinator assesses public health emergency preparedness educational needs, and plans, develops and implements education/training programs.
· The PHEP Coordinator has frequent interaction with Emergency Management Services personnel, the hospital, medical providers, law enforcement, fire personnel, pharmacists, veterinarians, coroners and community-based organizations.
· Coordination with other program directors is essential. The PHEP Coordinator may lead the work of others on various assigned projects and tasks.
· Direct supervision of program staff may occur during an actual event. Performs related work, as required.
· Coordinates Harney County and other agencies both local and regional on public health preparedness and response activities
· Participates in the development, review and management of policies using the Centers for Disease Control and Prevention’s (CDC) 15 preparedness core capabilities as a guideline for planning components.
· Coordinates Public Health activities concerning all types of hazards within Harney County.
· Activates Health and Medical Area Command to direct, coordinate, and mobilize health and medical resources, information, and personnel during emergencies and disasters.
· Ensures timely and accurate submission of Oregon Health Authority
· Completes, evaluates, maintains and updates as appropriate the Harney County Public Health Emergency Preparedness and Response Plan.
· Participates in the design of planning exercises to test the efficiency of Public Health emergency preparedness plans.
· Helps with investigations regarding communicable and infectious disease and helps prepare corresponding reports with recommendations based on said investigations.
· Conducts human disease surveillance.
· Develops training materials to educate the public and facilitate compliance with public health emergency preparedness programs.
· Collects and performs analysis on relevant data necessary for the preparation of various reports, as required.
· Designs and utilizes evaluation tools to measure program outcomes and effectiveness.
· Serves as the County’s Public Health Emergency Preparedness representative on the Local Public Health Administrators Group and other related committees and/or organizations.
· Prepares press releases and articles for submission to the press as directed.
· Generates written communications as directed in a timely and competent manner.
· Maintains and implements multi-year training and exercise plan.
· Maintains and submits annual grant budget.
