SUMMARY
The Intelligent Transportation Systems and Systems Administrator (ITS & Systems Administrator) role is to work closely with internal and external business partners to plan, design, develop, build, and administer efficient production ITS systems, including onboard and backend information systems and infrastructure. Administration of essential systems, business applications, security tools, web-servers, e-mail, PCs, network configuration of systems, and mid range servers and hardware. Under general direction of Information Technology (IT) Management, the ITS & Systems Administrator will provide lead ITS systems planning, systems administration, configuration management, and training. The ITS & Systems Administrator will coordinate daily with TVET in C-TRAN’s Maintenance Department in continuously cooperatively maintaining and improving our ITS as an inter-department team.
SCOPE OF RESPONSIBILITY
The ITS & Systems Administrator position will provide ITS program daily systems management to optimum performance levels for the agency. This position will provide daily IT Administration and collaboration with TVET in our Maintenance Department to appropriately maintain, improve, design and improve our ITS systems from onboard to rack-mounted servers backend IT systems. The incumbent will perform a variety of servers builds, administration, and skilled onboard equipment troubleshooting, diagnosis, adjustments, components repair, testing, diagnostics, preventative maintenance, and general upkeep of all ITS. As an Administrator of the IT Department, whom are all responsible for the Agency’s entire IT systems and interconnectivity, this work includes all ITS related and non-ITS related IT Systems functionality within the agency for the wide variety of distributed systems and connectivity infrastructure.
Onboard and backend systems include, but are not limited to: Wi-Fi/cellular/radio communications systems, IP networks connectivity, surveillance equipment, fare collection equipment, CAD/AVL systems, camera systems, automatic passenger counter systems, TSP systems, servers, laptops, desktops, monitors, printers, network equipment, servers, storage systems, active directory, test equipment for devices, and all other IT and ITS related systems and equipment as needed to best accomplish.
The incumbent will assist project teams with technical issues in the initiation and planning phases of our standard Project Management methodology. These activities include the definition of needs, benefits, and technical strategy; research and development within the project life-cycle; technical analysis and design; and support of operations staff in executing, testing, and rolling out the solutions. Participation on projects is focused on smoothing the transition of projects from development staff to production staff by performing operations activities within the project life-cycle.
ESSENTIAL FUNCTIONS

Collaborate with various business departments to assess near and long-term system and network capacity needs.
Create and maintain documentation as it relates to mobile network assets and ITS infrastructure, network-server storage configurations, mappings, processes, and service records.
Develop, implement and maintain policies, procedures, and associated training plans for mobile network assets and ITS infrastructure, network administration, usage, and disaster recovery.
Assist in the development of LANs, WANs, and wireless networks, including mobile network assets and ITS infrastructure, servers, routers, hubs, switches, firewalls, storage, access points, UPSs, and other hardware.
Conduct research on mobile network assets and ITS infrastructure, network-server-storage products, services, protocols, and standards to remain abreast of developments in the networking industry.
Oversee new and existing ITS infrastructure equipment, mobile equipment, hardware, software, mobile devices upgrades, mobile devices connected cellular, Wi-Fi, radio, ethernet networks, ITS connected servers and network equipment, and IP and agency Domain management to support ITS.
Configure network-server-storage to ensure their smooth and reliable operation for fulfilling business objectives and processes.
Monitor network-server-storage-database performance and troubleshoot problem areas as needed.
Oversee installation, configuration, maintenance, and troubleshooting of end user workstation hardware, software, and peripheral devices.
Ensure network connectivity of all servers, workstations, telephone equipment, fax machines, and other network appliances.
Manage servers, including database, e-mail, virtualization, print and backup servers and their associated operating systems and software.
Practice network asset management, including maintenance of network component inventory and related documentation and technical specifications information.
OTHER FUNCTIONS
Monitor and test network performance and provide network performance statistics and reports.
Participate in managing all network security solutions.
Perform server and security audits, and system backups and recovery.

EDUCATION AND EXPERIENCE
Bachelor’s degree in Information Systems, Information Technology, Computer Science, or a related technical field is required, along with formal training in computers and network.
Requires a minimum of three (3) to five (5) years’ experience and success with Systems Administrative duties. Experience in the design, development, and implementation of software and hardware solutions, systems, or products.
Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
A CompTIA Network+ certification or other industry standard network certification is preferred.
ADDITIONAL REQUIREMENTS
Regular, dependable attendance is required.
Must be able to comply with C-TRAN’s nonsmoking policy and function in a nonsmoking work environment.
Must maintain a physical condition, which, either with or without accommodation, allows completion of all essential duties.
Must promote and model safety within the department and agency wide through reporting and addressing safety issues, supporting safety campaigns, maintaining a safe work area, assist in safety training documentation, and certification record keeping.

This position is covered under the provisions of an agreement with the Amalgamated Transit Union, Local 757.
