This position is located in the Healthy Housing Branch, Lead-Safe and Healthy Housing Division of the Environmental Services Administration. The mission of DOEE is to protect the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.
Perform comprehensive lead poisoning prevention program and healthy homes activities throughout the District by providing data management, technical assistance and monitoring and cleaning lead medical data to ensure accuracy for EBL client lead levels. Receive reports of the District's EBL children from Program Manager and Environmental Protection Specialist. Verify laboratory information and issues by speaking with laboratories and medical personnel. Assist epidemiologist and data team with reporting and mapping. Perform other related duties as assigned.
Duties and Responsibilities
Review and analyze planning and operations activities of major program areas administered by the department. Provide technical assistance to design, develop, improve, and implement long-range program designs/operations. Review surveys, audits, projects, etc.; identify actual or potential problem areas, trends, and/or areas of significant concerns; and recommend actions to remedy deficiencies in program areas. Conduct continuous review and analysis of current or proposed programs and related administrative and financial activities; determines, through comprehensive assessment, effective utilization of resources at the program level; identify program strengths and deficiencies; and recommend changes or corrective actions relative to program design, policies, procedures, and operations.
Develop and implement systems to obtain and provide data required by the department, offices, and its units for long-range planning and projections, and for evaluation of day-to-day operations. Collect, evaluate, and compile information from agency divisions to prepare reports, response to requests for information, and budget requests. Forecast and estimate program requirements and prepare programmatic reports, justifications, charts, graphs, statistical and narrative data, etc. Participate in the conceptualization, design, refinement, and implementation of current and long-range program planning, development, review, and evaluation systems. Recommend the establishment of new and/or revised policies, procedures, and other documentation, as the need arises, to more effectively meet the department’s goals and objectives. Make recommendations to ensure the program and its operation are in compliance.
Qualifications and Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
Knowledge of appropriate laws, technical requirements, and guidelines necessary for the implementation of agency programs. Comprehensive knowledge of management and organizational principles and practices, planning, programming, and budgeting regulations, guidelines and process to prepare long-range and short-range planning guidance in accordance with broad agency program policies and objectives.
