The Roosevelt Island Operating Corporation (RIOC) is a public benefit corporation and politic arm of New York State, whose mission is to develop, maintain, and operate the infrastructure of Roosevelt Island. As part of this mandate, RIOC operates and maintains several facilities including the Cultural Center, Sportspark, and the Motorgate Garage; as well as other outdoor spaces such as Firefighter’s Field, Southpoint Park, and Lighthouse Park, among other facilities and locations. Infrastructure operations also includes the Aerial Tramway, and a free Red Bus Service that stops at various points on Roosevelt Island; and a Public Safety Department that serves as the community’s first responders in coordination with the New York City Police Department. RIOC’s workforce is also comprised of union workers from Local 210, 32BJ, PSOB, and other administrative staff.
POSITION SUMMARY:
The Roosevelt Island Operating Corporation (RIOC) is a New York State Public Authority with the responsibility for the development, maintenance and safety of Roosevelt Island, NY. Located in the East River, between Manhattan and Queens counties, Roosevelt Island is a vibrant community with residential apartment buildings, commercial spaces and community and recreational areas.
RIOC is searching for an experienced Transportation Director for its Bus Operations, Motorpool and other transportation related facilities or operations. Reporting to the Chief Operating Officer, the Director of Transportation will be responsible for managing the overall department which includes two major functional areas, Bus Operations and Motorpool.
JOB RESPONSIBILITIES:
- Develop comprehensive plans, strategies and approaches that will address the Island’s various transportation needs.
- Manage activities related to dispatching, routing, and tracking Island transportation Red Buses, services, and administrative vehicles.
- Plan, organize and manage the work of subordinate staff to ensure that the work is accomplished in a manner consistent with organizational requirements.
- Investigate, verify, and resolve customer complaints.
- Supervise, mentor, and lead the transportation department. Schedule training and provide guidance to enhance their skills and ensure high-quality service delivery.
· Interact with lease fleet stakeholders, understand their service needs, and ensure that service requests are met in a timely and satisfactory manner. Address customer inquiries and concerns.
- Collaborate with other Department Directors in order to formulate and implement policies, procedures, goals and objectives.
- Develop and implement operational and work schedules.
- Monitor operations to ensure that staff members comply with administrative policies and procedures, safety rules, union contracts, and government regulations.
- Promote safe work activities by conducting safety audits, attending company safety meetings, and meeting with individual staff members.
- Develop criteria, application instructions, procedural manuals, and contracts for federal and state public transportation programs.
- Monitor spending to ensure that expenses are consistent with approved budgets.
- Oversee vehicle preventive maintenance programs and activities for the purpose of ensuring that vehicles are maintained in a safe and effective operating condition.
- Conduct investigations in cooperation with government agencies to determine causes of transportation accidents and to improve safety procedures.
- Analyze expenditures and other financial information in order to develop plans, policies, and budgets for improving services and performance.
- Negotiate and authorize contracts with equipment and material suppliers, and monitor contract fulfillment.
- Set operational policies and standards, including determination of safety procedures for the handling of dangerous goods, materials, or equipment.
- Recommend or authorize capital expenditure for acquisition of new equipment or property in order to increase efficiency and services of the department.
- Prepare policy recommendations, such as proposed bus fare increases, staffing plans or schedule changes.
- Conduct employee training sessions on subjects such as safe driving, customer service, hazardous material handling, employee orientation, quality improvements and computer use.
- Participate in union contract negotiations and settlements of grievances.
- Provide administrative and technical assistance to those receiving transportation-related grants.
- Manage procurement process, including equipment research and testing, vendor contracts, and requisition approval.
- Present information for the purpose of communicating information, gaining feedback, and ensuring adherence to established internal controls.
- Respond to emergency situations during and after standard working hours for the purpose of resolving immediate safety concerns.
- Perform other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the department.
SKILLS & QUALIFICATIONS:
- Must possess a 19-A Examiner Certification.
- Underground Storage Tanks Class A/B Operator Certification from the Department of Environmental Conservation.
- Must possess a valid Class B New York Driver License (with Passenger Transport Endorsement) with a clean record.
- Experience or knowledge of hybrid and electric vehicles a plus.
EDUCATION & EXPERIENCE:
The successful candidate must have a broad range of skills, but above all, they must be curious, flexible thinkers who love learning new things and tackling challenges daily. In addition, the preferred candidate should possess the following:
1. A baccalaureate degree from an accredited college or university and five to seven (5 - 7) years of full-time satisfactory professional management experience in operations, transportation, reading, wiring diagrams, and service manuals.
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education, or a recognized accrediting organization and eight (8) years of full-time satisfactory experience as described in "1" above; or with 3 years of supervision/management experience with heavy-duty diesel vehicle maintenance.
