Job Title: Health Information Management (HIM) Director

Job Summary:
The Health Information Management (HIM) Director at Clinica Monsenor Oscar Romero is responsible for the strategic and operational management of the Referrals and Medical Records Department. This role will ensure the efficiency and effectiveness of referrals coordinators, medical record clerks, HIM supervisors, and HIM managers. The HIM Director will lead efforts to enhance service delivery, compliance, and inter-departmental collaboration. This position also serves as a vital link between Clinica Romero and external healthcare partners, working to optimize patient care and outcomes.
Key Responsibilities:
Department Management:
- Oversee the daily operations of the Referrals and Medical Records Department.
- Supervise and support referrals coordinators, medical record clerks, HIM supervisors, and HIM managers.
- Develop and implement policies and procedures to ensure efficient workflow and compliance with regulatory requirements.
- Monitor department performance and implement strategies to improve efficiency and effectiveness.
- Ensure timely processing of patient referrals and coordination of care.
- Develop and maintain relationships with healthcare IPA's and other referral partners.
- Monitor referral processes to identify and resolve any delays or issues.
- Ensure accurate and timely documentation, filing, and retrieval of medical records.
- Implement and maintain electronic health record (EHR) systems, ensuring data integrity and security.
- Ensure compliance with HIPAA and other relevant regulations.
- Provide an effective communication link between patients, medical staff, behavioral health staff, rehabilitation facilities, hospitals, etc.
Quality Improvement/Quality Assurance:
- Collaborate with the Quality Improvement/Quality Assurance Department to develop and implement health maintenance initiatives.
- Analyze data to identify gaps in patient care and develop strategies to address these gaps.
- Participate in quality improvement projects and initiatives.
Collaborative Engagement:
- Assist medical staff with e-consults and troubleshooting patient care issues.
- Work closely with healthcare providers to ensure seamless coordination of care.
- Facilitate communication between the medical team and other departments.
- Design and direct systems and processes for optimizing the use of Epic EMR and other information technology platforms to achieve enterprise-wide systems integration (i.e. Dentrix, e-consults, telemedicine platforms, etc.).
- Strategically develop a work plan to create a robust and effective structure for managing information throughout service lines and allowing for rapid change and innovation.
- Represent Clinica Romero by leading, advocating, and directing support and alignment of goals and work plans.
- Collaborate with leadership to inform decision-making and development of strategic goals.
- Communicate information to multiple stakeholder groups, including system leadership.
- Liaison with outside organizations such as CPCA, CCALAC MSO (MedPoint) and other IPA’s to represent CMOAR dual medical goals.
- Engage and enhance provider engagement and lead the development of clinical efficiency that will build a network of providers prepared for value-based care.
- Translate between Clinical Leaders, care management, and the QI/Informatics team to provide technical solutions to concerns raised by providers and care management teams.
Leadership and Staff Development:
- Conduct regular performance reviews and provide feedback to staff.
- Identify training needs and coordinate ongoing training and professional development programs.
- Foster a positive and collaborative work environment.
Regulatory Compliance:
- Ensure department compliance with all federal, state, and local regulations.
- Stay updated on changes in healthcare regulations and implement necessary changes in department practices.
- Conduct regular audits to ensure compliance with policies and procedures.
Qualifications:
- Bachelor’s degree in Health Information Management, Healthcare Administration, or a related field; Master’s degree preferred.
- Minimum of 5 years of experience in health information management, with at least 3 years in a supervisory or management role.
- Experience in a Federally Qualified Health Center (FQHC) or similar healthcare setting preferred.
- Knowledge of EHR systems, including EPIC, and experience with MyChart and patient chat systems.
- Strong understanding of HIPAA and other healthcare regulations.
- Excellent leadership, organizational, and communication skills.
- Ability to handle confidential and sensitive information with discretion.
- Strong problem-solving skills and the ability to work effectively in a fast-paced environment.
- Bilingual skills in Spanish required.
