KEY ROLES (Essential Job Responsibilities):
- Determine what the Community Resource HUB concept looks like at both the Lacey and Olympia facilities, identify facility changes and how it aligns with the TCFB mission.
- Determine the TCFB resources to fill to support the Community Resource HUB concept.
- Determine where the gaps are to implement the Community Resource HUB concept and how those gaps are going to be filled.
- Identify partners for the implementation and what they can bring to the project (funding, resources, and commitment to the project).
- Evaluate the feasibility of potential development opportunities; conceptualize a development program in concert with organizational mission and goals and makes recommendations to supervisor and senior team.
- Review the scope with the TCFB staff leadership, President/CEO, and Board of Directors.
Assess Current Building Condition:
- Assess the current building conditions (WDC, Olympia Pantry, Lacey Pantry) for space utilization, structural, electrical, plumbing and identify the specific projects needed to keep facility moving forward (facility modifications, real estate acquisition, etc.)
- Develop a plan to define the projects (scope of work, funding needed to complete the project). Make recommendations to the TCFB staff, President/CEO, and Board of Directors.
- Identify contractors that can do the project.
- Plan and implement review of all financial and physical due diligence needed to safeguard the organization’s investments in real estate.
- Evaluates the feasibility of potential development opportunities; conceptualizes a development program in concert with organizational mission and goals and makes recommendations to supervisor and senior team.
Budget:

Create a three year cost estimate to keep the current downtown facility operational and for maintenance of the Tumwater and Lacey facilities.
- Prepare and monitor project budgets and cash flow projections. Establish and monitor time and cost schedules.
- Work with Development Director and President/CEO to identify sources of funding and maintain familiarity with threshold and screening criteria of key sources.
- Work with Development Director to submit funding applications to secure funding to support predevelopment, construction and permanent phases for development.
- Strategize and participate with supervisor in the negotiation, coordination and preparation of various development-related contracts, obtaining legal reviews as needed to minimize risk to the organization and to secure project financing.
- Monitor and, as necessary, in conjunction with financial staff prepare project financial accounting, contract payments, lender and funder reporting requirements in a timely manner.
Systems and Tracking Oversight:
- Implement an approved selection process to recommend the hiring of development team members, contract consultants and financial partners appropriate to the subject project.
- Manage the design and construction teams, including architects, general contractors, engineers, construction managers and other consultants to ensure adherence to project budget and schedule, cost containment and quality control. Resolves related problems and concerns. Conduct and arrange regular site inspections and construction draw meetings. Personally inspect active construction projects not less than two times a month.
Project Communication:
- Work with TCFB communications staff to develop a communication plan that allows the Project Manager to represent the organization to stakeholders and the general public. Strategize and plan outreach to garner community support for projects. Attend and participate in community and government organization meetings as needed.
- Prepare and present progress reports to the President/CEO, senior team, Board of Directors, Board committees, and others as requested.
Supporting the Mission:
- Participate in miscellaneous projects as needed, depending on capacity and expertise.
- Other duties as assigned related to real estate development, including special projects.
MINIMUM JOB REQUIREMENTS/SKILLS:

Ability to plan and manage the development of real estate Knowledge of project management tools and principles.
- Strong analytical abilities, computation, negotiation and problem solving skills.
- Ability to make public presentations and to work successfully with the President/CEO, Board members, community groups, government and private lenders.
- Knowledge of budgets, finance, and cost management.
- Knowledge of building construction. Ability to track and manage construction projects, subcontractors and project development participants.
- Strong written and verbal communication skills.
- Ability to work independently as well as with teams.

COMPENSATION AND BENEFITS:

Full-time: 40 hours per week
- Salary: $90,002 - $98,347/annual starting wage (d.o.e.), $90,002 - $110,691 annual full salary range (svc yr based)
