Job Responsibilities:
- Provide counseling services to employees alleging discrimination, illegal harassment, or other EEO violations.
- Conduct intake interviews with complainants to gather relevant information, assess the nature of the complaint, and frame the claims.
- Offer informal resolution options to complainants, including alternative dispute resolution (ADR) techniques.
- Conduct thorough inquiries of complaints in accordance with agency procedures and EEO regulations.
- Support in interviewing relevant parties, collecting evidence, and analyzing information to determine the validity of the complaint.
- Prepare comprehensive reports documenting findings, conclusions, and recommended actions for resolution.
- Maintain confidentiality and handle sensitive information with discretion throughout the complaint resolution process.
- Monitor and track the progress of complaints through resolution, ensuring compliance with established timelines and reporting requirements.
- Process reasonable accommodations in accordance with the Navy Reasonable Accommodations Processing Manual using the Navy Electronic Accommodation Tracker (NEAT).
- Provide guidance and advice to agency management and employees on EEO policies, procedures, and best practices.
- Collaborate with agency leadership and stakeholders to develop and implement strategies for promoting diversity, equity, and inclusion.
- Deliver training and educational workshops on EEO principles, NO FEAR Act, whistleblower protection, and reasonable accommodations process as needed.
- Other duties as assigned.
Qualifications:
- Bachelor's degree in human resources, social sciences, law, or related field
- 32-Hour EEO Investigator Certificate, current 8-Hour EEO Investigator Refresher Certificate, EEO Counselor Certificate and current EEO Refresher Certificate
- Minimum of 3 years of experience in EEO-related work
- Strong knowledge of federal EEO laws, regulations, and best practices
- Experience conducting inquiries and resolving workplace disputes, preferably in a government setting
- Excellent communication, interpersonal, and conflict resolution skills
- Ability to maintain confidentiality and handle sensitive information with discretion
- Proficiency in Microsoft Office applications and EEO-specific software (e.g., ETK EEO, FedSEP, HR Link, NEAT, IRCMS)
- Ability to obtain and maintain a Secret security clearance
Work Environment:
- Full-time position
- This contract supports Marine Corps Installation East (MCIEAST) Bases: Camp Lejeune, Marine Corps Air Station Cherry Point, Marine Corps Logistics Base Albany, and Marine Corps Air Station Beaufort in promoting a diverse and inclusive work environment, processing complaints of discrimination, and providing reasonable accommodations for qualified individuals with a disability. All services shall be completed remotely, constituting a fully remote work requirement. Nonetheless, the government reserves the right to mandate contractor travel to the four installations specified herein.
