OVERVIEW
The Program Manager of Training and Professional Development is responsible for planning, coordinating, and managing the development and delivery of high-quality training, coaching, and technical assistance services for Children's Services staff in USCRI’s Home Study and Post Release Services (HS/PRS) program, as well as the direct supervision of program staff. The role is highly collaborative with program teams and leadership of the HS/PRS program. This position reports to the Assistant Director of Home Study and Post Release Services.
DUTIES AND RESPONSIBILITIES
- Provide ongoing leadership, direction, development, coaching, support and oversight to team of trainers and other program staff;
- Oversee the quality and consistency of curriculum and delivery of new staff onboarding and annual trainings in the areas of child welfare, behavioral health, child trafficking, program policies and procedures, and other topics as required by the Office of Refugee Resettlement (ORR);
- Plan and coordinate instructional design and curriculum development, working with staff trainers and content experts to achieve learning objectives for live web-based trainings and e-learning modules;
- Partner with senior leadership to identify the role of training and learning activities to achieve program goals;
- Maintain oversight of the administration of training needs assessments and analyze various data to identify and respond to training needs;
- Develop and manage a training calendar in collaboration with the training team;
- Evaluate training activities regularly and guide staff trainers to improve presentation content, delivery and effectiveness;
- Manage the tracking of onboarding and annual training requirements and activities for HS/PRS staff;
- Maintain working knowledge of best practices and trends in the field and plan/implement professional development activities to enhance skills of staff trainers;
- Understand and comply with all policies and procedures of the program and interpret them for staff, as needed;
- Oversee the delivery and coordination of external facing trainings for providers working with unaccompanied children;
- Serve as a trainer, when appropriate;
- Oversee administration of the learning management system (LMS) to best meet the e-learning and training tracking needs of the HS/PRS network;
- Maintain relationships with external training organizations/subject matter experts for technical assistance and collaboration;
- Serve as point person for LMS user accounts and troubleshooting;
- Partner with program staff to communicate training programs and promote registration and participation; and
- Other duties as assigned by supervisor.

REQUIREMENTS
- Master’s degree in a behavioral science, education or social services field is highly preferred; or a bachelor’s degree in a behavioral science, education or social services field with five years’ experience and demonstrated understanding of staff training and non-profit program management;
- Excellent organizational, verbal, written, and interpersonal communication skills;
- Experience in curriculum development and instructional design;
- High proficiency in Microsoft Office, specifically proficiency with Word, Power Point and Excel is required;
- Strong technology skills and ability to effectively utilize web-based training platforms and online learning management systems (LMS);
- Experience with e-learning highly preferred (Articulate 360);
- Prior supervisory experience required;
- Strict adherence to timeframes, policy and procedure;
- Ability to prioritize duties and multi-task in a fast-paced environment;
- Ability to work well independently and in a team;
- Ability to track and analyze data;
- Position is remote and the candidate must have an appropriate workspace to complete documentation, phone calls, and video conferencing;
- Willing to travel a few times annually;
- Candidate must demonstrate a commitment to comply with mandatory state reporting requirement for child abuse and neglect;
- Candidate must have dedication to the human rights of refugees, immigrants, asylum seekers and displaced people;
- Candidate must pass a criminal background check that includes history of conviction of child and sexual abuse; and
- Demonstrated support of USCRI’s values by exhibiting respect for others, maintenance of confidential information and an appreciation of a multicultural workplace.
TRAINING REQUIREMENTS
- Satisfactory completion of USCRI’s Orientation and Training;
- Satisfactory completion of funder required trainings upon hire and on an annual basis; and
- Complete additional training as identified by supervisor or Human Resources.
