The City of Norfolk is seeking a Practice Manager to join the Norfolk Community Services Board. The Practice Manager has administrative responsibility for the daily operations of the Integrated Care Clinic. Supervise the day-to-day administrative support functions at the Norfolk CSB's person-centered Integrated Care Clinic, ensuring operations are conducted in compliance with policies and procedures, while supporting revenue generation through collection of fees and maximizing utilization of psychiatrists' and nursing staffs' time through appointment scheduling.
The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.
Today, the CSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Essential functions include but are not limited to:

Manages the day-to-day administrative operations of the clinic. Develops and implements effective operational protocols, business practices and procedures for clinic workflow (to include appointment scheduling, insurance verification with third-party payers, fee collections, vouchering of invoices, equipment, and supply ordering), and other administrative activities.

Reconciles clinical activity with administrative documentation, data entry and management, and other administrative processing requirements for daily clinical activity according to established protocols, in compliance with CSB policies and applicable laws.

Collaborates with Finance staff for strategic planning, preparation and implementation of program budget, payer-mix ratios, collection ratios, and aged accounts receivables. Develops workable solutions to assure maximized revenue and to maintain excellent patient relations.

Generates and analyzes utilization and service planning reports, as required, related to administrative functions of the Integrated Care Clinic regarding scheduling, number served, and financial data. Develops ad hoc reports for strategic planning and reporting as assigned.

Arranges staff work hours to assure coverage and smooth flow of patients while allowing for effective completion of support activities such as providing telephone coverage, maintenance of medical records, dispensing of medications, and clerical tasks.

Carries out supervisory responsibilities in accordance with policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising and monitoring performance; completing performance evaluations; rendering disciplinary action; and developing, implementing, and monitoring corrective action plans.

Assures that administrative staff are adequately trained in Core Curriculum and other required topics and that they abide by NCSB policies, procedures, and practices.
The Practice Manager will possess keen analytical and problem-solving skills, exercise sound judgment, foster team cohesion, demonstrate professional integrity, function as a professional role model, and establish effective working relationships with CSB staff, consumers, and families.
Bachelor's degree in public administration, healthcare administration or a related business degree. A clinical graduate degree may be substituted if the incumbent has five (5) or more demonstrated management experience in a behavioral healthcare setting. Master's degree preferred.
Two years of administrative or management experience in a health care setting; preferably behavioral healthcare.
Additional Preferred Experience:
Office management experience in an outpatient psychiatric clinic that utilizes a collaborative and integrated care model. Experience working with the severely mentally ill, including individuals with cooccurring substance use disorders and developmental disabilities.
Preferred License(s) and/or Certification(s):
Possession of a valid driver's license and an acceptable driving record, as reported by the DMV, are required for persons using personal or agency vehicles in the performance of their duties. Must be certified or certifiable in basic first aid and CPR.
