Position: Project Engineer
Overview:
The Shell Deer Park Chemical Plant is seeking an experienced Project Engineer/Project Manager to oversee the management of permanent and temporary Management of Change (MOC) processes, particularly in relation to plant and tank turnarounds. This critical role requires a professional with extensive project management and engineering expertise, specifically within plant or refinery settings.
Key Responsibilities:
- MOC Management: Oversee and manage all permanent MOCs and temporary MOCs associated with facility and tank turnarounds. Ensure compliance with safety, operational, and environmental standards.
- Project Planning and Execution: Develop and implement project plans, including timelines, budgets, and resource allocation. Coordinate with internal teams and external contractors to ensure successful project execution.
- Design and Engineering: Provide expert design and engineering solutions. Ensure all designs comply with current industry codes and standards. Review and approve design modifications.
- Collaboration: Work closely with in-house designers and drafters for the development of MOC packages, ensuring accuracy and completeness.
- Compliance and Safety: Ensure all projects adhere to Shell’s safety, environmental, and regulatory requirements. Conduct risk assessments and implement mitigation strategies.
- Communication and Coordination: Serve as the primary point of contact for all project-related activities. Facilitate communication between project stakeholders, including engineering teams, operations, contractors, and senior management.
- Documentation and Reporting: Maintain accurate project documentation, including MOC records, project progress reports, and final project deliverables. Provide regular updates to stakeholders on project status and milestones.
Qualifications:
- Education: Bachelor’s degree in Engineering (Chemical, Mechanical, or related field).
- Experience: Minimum of 5 years of project management and engineering experience within a plant or refinery environment.
- Technical Skills: Proficiency in design and engineering, with a strong understanding of current industry codes and standards. Experience with MOC processes is highly desirable.
- Project Management: Demonstrated ability to manage complex projects from inception to completion. Proficiency in project management software and tools.
- Communication: Excellent written and verbal communication skills. Ability to effectively communicate technical information to non-technical stakeholders.
- Problem-Solving: Strong analytical and problem-solving skills. Ability to make sound decisions under pressure and manage multiple priorities.
- Certifications: PMP certification or equivalent is a plus.
