Home Repair Project Manager Job Description

Position Summary:
The Home Repair Project Manager (formerly Construction Manager) will provide technical oversight and management of our home repair and renovation projects, including projects completed by contractors and volunteers.
Essential Duties and Responsibilities:
- Initial Inspections: Conduct thorough in-home inspection assessments of program recipient properties, both interior and exterior. Identify necessary repairs while taking photos and documenting repair needs and pertinent information.
- Project Scoping and Budgeting: Develop detailed work scopes, budgets, and task lists for both skilled contractor work and volunteer-friendly tasks, including roofing, carpentry, painting, plumbing, HVAC, electrical, and general home maintenance.
- Contractor and Volunteer Management: Establish and maintain relationships with contractors, recruit new contractors as needed, coordinate the bid solicitation process, and execute contracts for projects. Assist in coordinating volunteers and vendors for project tasks.
- Project Oversight: Oversee multiple contractor-led projects across various locations from initiation to completion. Monitor work progress through site visits, address any issues, evaluate work quality, review and process change orders, and certify the completion of work.
- Documentation and Budget Management: Ensure accurate and organized project documentation within various filing systems. Adhere to project budgets and manage resources and workflow effectively to complete projects on time and within budget.
- Communication: Maintain clear and consistent communication with contractors, program recipients, staff, and volunteer leaders to ensure smooth project progress and high-quality outcomes.
- Vehicle and Equipment Maintenance: Maintain assigned vehicle and equipment in accordance with company policy.
- Compliance and Permits: Coordinate building and permit processes for repairs, ensure compliance with the EPA's Renovation, Repair, and Painting Rule, and engage with inspectors as necessary post-project completion.
This role may also involve other duties as assigned to support RT RVA's mission and objectives.
Key Qualifications, Skills, and Abilities:
- Commitment to Service: Dedication to serving historically marginalized communities and low-income households, building trust across diverse environments.
- Education and Experience: Prefer Associate’s degree in Business Management, Construction Management, or related field. Minimum five (5) years of home repair construction and/or renovation experience, with at least three (3) years of experience selecting and supervising subcontractors. A combination of experience and education will be considered in lieu of formal education.
- Technical Skills: Demonstrated ability in specification writing, cost estimating, and construction and renovation principles. Proficient with Google platform, Microsoft Word, Excel, PowerPoint, Salesforce or other database management software, teleconferencing platforms, and standard office equipment.
- Assessment and Documentation: Ability to accurately assess and describe home repair needs, comfortable entering homes in various conditions with professionalism and cultural competence, taking photos and documenting repair needs.
- Customer Service and Communication: Excellent customer service and communication skills, maintaining clear and respectful interactions with program recipients.
- Project Management: Strong time management skills, able to manage multiple projects simultaneously, working independently and collaboratively within a team.
- Flexibility and Availability: Willingness to work occasional weekends and travel locally. Typically, work hours are Monday through Friday, 9 AM to 5 PM, but occasional evening and weekend work may be required.
- Compliance and Physical Capability: Valid driver's license with the ability to be added to the company’s auto-insurance, ability to pass background and drug screening, and physically capable of meeting job demands.
We offer a competitive salary and benefits package, including health, dental, vision, paid time off, and 401(k) contributions. The salary range is $52,000 - $70,000 and is negotiable based on credentials and work experience.

We also offer flexible scheduling and teleworking options with the approval of the Executive Director. This position reports directly to the Executive Director and works in collaboration with the Program Manager.
