Position Summary: We are seeking a dynamic Property Manager to oversee our HUD 811 PRAC program. The successful candidate will be responsible for implementing systems, policies, procedures, and regulations for shared living group homes for the disabled population. The Property Manager will handle documentation, maintenance, budgeting, and eligibility requirements.
Key Responsibilities:
- Supervision and Management:
- Supervise the Leasing Specialist responsible for managing eligibility documentation as per HUD regulations, including 111 leases, annual rectifications, interim, and exiting tenant processes.
- Supervise full-time maintenance staff to ensure properties meet REAC inspection standards as defined by HUD.
- Conduct property visits to inspect, oversee, and project budgets for future capital improvements.
- Collaboration and Compliance:
- Collaborate with the Consulting Company to utilize the TRACS system for form completion, data collection, and HAP payment initiation.
- Oversee and maintain a formal waitlist with completed applications for immediate availability upon program exits.
- Manage the Management and Occupancy Review (MOR) for project-based Section 811 properties and ensure compliance with annual reviews by the Performance Based Contract Administrator (PBCA).
- Manage REAC audits per HUD regulations to ensure safe, decent, and affordable housing and prevent fraud, abuse, and waste of HUD resources.
- Policy and Procedure Development:
- Recommend policies to the Owner for effective operations, mindful of budgets and cost controls, while maintaining optimal living conditions for residents.
- Ensure ongoing staff training and continuous professional development to stay updated on new regulations and improve program efficiency.
- Regularly review and update management policies, procedures, and practices to align with current HUD regulations.
- Financial Management:
- Oversee rent collection and rental subsidies on behalf of the Owner.
- Develop annual operations budgets and manage project finances according to the approved budget.
- Prepare and update CNA workbooks for annual contract renewals and track expenses for project reserve withdrawals.
- Marketing and Leasing:
- Conduct marketing and leasing activities in accordance with the approved Tenant Selection Plan and Affirmative Fair Housing Marketing Plan (AFHMP).
- Monitor and control project expenses effectively.
- Other Duties:
- Perform additional tasks as assigned to support the smooth operation of the properties.
Qualifications:
- Bachelor's degree (BA or BS) required.
- Minimum of 5 years of related experience, with a preference for an accounting background.
- Equivalent combination of education and/or experience, including a background in real estate.
- Ability to perform each duty with at least minimum proficiency. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
Communication Skills:
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations.
- Capability to create reports, business correspondence, and procedure manuals.
- Proficiency in data input, report generation, and rental calculations using database platforms.
Mathematical Skills:
- Proficiency in Microsoft Word, Excel, database entries, and report creation.
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Job Type: Full-time
Pay: $56,000.00 - $62,000.00 per year
