Primary Purpose of Position: The Technical Services Specialist will be responsible for performing field inspections of work completed under the weatherization program. Duties include providing mentoring to Community Action Agencies (CAA) working in the program, reviewing energy audits and weatherization recommendations and inspecting weatherization installations to ensure compliance of program rules and regulations.
Certifications and Licenses: Building Performance Institute Quality Control Inspector (QCI) Certification, EPA Lead Renovation, Repair & Paint (RRP) Certification, EPA Asbestos Identification Course, Energy Auditor Certification, Health & Safety Courses, and Maine Fuel Board Limited Energy Auditor Licenses are preferred (may consider a certified energy auditor as long as the QCI is obtained within one year of hire), and a valid driver's license or the ability to reach off-site homes and meetings as needed.
Core Functions:
Perform oversight of the federally funded weatherization program in accordance with applicable state and federal rules and regulations and monitor for compliance
- Review and monitor project files, documents, activities, and partner performance to ensure compliance with MaineHousing and federal policies
- Alert management of any performance issues and provide corrective action steps
- Conduct site visits of work in progress to ensure work is being done correctly and in accordance with project specifications
- Perform home inspections to ensure completed work meets requirements and contractors are spending funds correctly
- Provide training to energy auditors and weatherization technicians at the job site, as needed
- Provide oversight and assistance to CAAs for weatherization contractor procurement
- Monitor program productivity and develop status reports
- Mediate and facilitate resolutions to client and contractor complaints
- Assist in the review, revision, and implementation of new policies and procedures as necessary
- Maintain written documentation of all field inspections and site visits to show MaineHousing is meeting its oversight responsibilities
- Provide written reports of field inspections to CAAs and track reports to ensure follow-up is completed on outstanding issues.
Provide direction, interpretation, and technical assistance of program rules to customers and partners
- Respond to inquiries from the public and/or partners via phone and e-mail
- Identify training needs and qualified outside trainers. Coordinate with program assistant to organize and schedule state-wide training events via e-mail, telephone and mail
- Promote training through tech meetings and monitoring visits
Provide technical review and updates on technical aspects of the weatherization program
- Update standards and procedural manuals
- Recommend updates and test updates to energy audit software
Other duties as assigned
Skills and Knowledge:
· Extensive experience in weatherization and energy audit programs, managing construction projects, preparing proposals, and interpreting governmental regulations
· Experience using diagnostic equipment including blower door, manometer, air flow hood, and thermal imaging camera
· Knowledge and understanding of state and local building codes, and environmental laws as it pertains to retrofit work
· Experience as a home inspector
· Strong time management and organizations skills
· Strong problem solving analytical skills
· Excellent communication skills – oral, written, listening
· Ability to resolve issues
Working Conditions: Work is performed 30% in the office and 70% in the field and statewide travel is required. Out of state travel is required to attend professional conferences or trainings. Physical requirements include the ability to wear a fit-tested respirator, lift carpenter tools and heavy electronic equipment, climb ladders, crawl in and out of structures etc. A company car will be provided.

The starting hourly rate for this position is $25.9567 (annual $53,990), plus a company car and a great benefits package!
