The Vice President of Child Welfare is responsible for overseeing and directing all aspects of child welfare services within the organization. This position will plan and administer program operations for statewide Child Welfare Services in accordance with Brightpoint policies, strategic plan, and mission. In addition will develop and implement strategic plans and policies to ensure the safety and well-being, and permanency of children under the organization's care. The Vice President of Child Welfare will lead a multidisciplinary team, manage partnerships with external stakeholders, and ensure compliance with federal, state and local regulations. This position reports to the Executive Vice President and Chief Operating Officer.
Core Responsibilities:
- Direct and oversee all Child Welfare Services - including Foster Care, Intact, Extended Family Support, Partnering with Parents, and Child Welfare Service Referral - within the Agency’s policies and practices, while working to improve quality and incorporate best practices.
- Serve as direct administrative back-up to program staff in the absence of the Directors and other key regional staff members.
- Work collaboratively with the Human Resources and Quality & Training, departments to monitor and ensure that all supervisory staff have knowledge of, and adhere to, personnel policies and procedures in the region(s).
- Promote high quality and high impact services through the adoption of best practices and active participation in the quality improvement processes.
- Work collaboratively with the Chief Operating Officer and Finance Department in developing and monitoring annual operational and capital budgets.
- Collaborate with Development and Finance Departments to contact funders, develop program plans, and prepare written monthly, quarterly, and end-of-year programmatic reports.
- Ensure pre-service and in-service training is provided and staff development needs are addressed in compliance with staff performance plans and all applicable standards.
- Coordinate the operational needs of all assigned service sites, including facilitating collaborations with landlords, program, and office staff to ensure each site is a safe, clean and healthy environment for clients and staff.
- Assess the local community’s needs and determines how these can be met within the agency’s purposes, goals, and objectives.
- Interpret the programs’ goals and methods of service delivery to advisory boards and community groups.
- Represent Child Welfare and the agency with provider groups in the community and with Funder/DCFS Administration.
- Monitor the Department of Children & Family Services (DCFS) utilization metrics to meet compliance status.
Standard Responsibilities:
- Collect, review and utilize data and information on programs and services to inform program/department performance.
- Participate in regular supervision and staff meetings as required by department.
- Attend required trainings.
- Perform other duties as assigned.
Candidate qualifications:
- Master’s degree in social work, psychology, or related human services field required.
- At least 10 years of supervisory/administrative experience.
- At least 8 years of clinically focused experience, with 5 of those years focused on the provision of clinical supervision and/or consultation required.
- Demonstrates knowledge of the impact of trauma on individuals and families.
- Expertise in utilizing evidence-based treatment to address the immediate and long-term impact of single episode and complex trauma.
- Experience in a third-party billing environment, including demonstrated ability to generate revenue for clinical services.
- Demonstrates effective program development, evaluation, and marketing skills.
- Demonstrates attention to detail with the ability to multi-task, and to develop and implement strategies and successful project outcomes.
- Demonstrates strong presentation skills to communicate and persuade a wide range of audiences.
- Demonstrates effective communication skills, both written and oral are essential; consistently writes clearly and concisely for various mediums and audiences.
- Demonstrates proficiency using current technology including Microsoft Suite and self-sufficient in managing daily administrative work.
- Demonstrates respect and acceptance of diverse individuals and communities served by, working in partnership with, or employed by Brightpoint’s including but not limited to race, gender, ethnicity, social-economic status, and LGBTQIA+ populations.

- Compensation: Range starts at $140,000/yr; Offers are commensurate with experience.

- Location: Home office located at 100 N. Western Ave.
- Schedule: Full-time, salaried; general business hours with some flexibility to work Hybrid 1-2 days per week.
