Position Focus:
The Program Manager will lead several project management activities for the Biomedical Informatics and Data Science department at Yale University and will work with over 25 primary investigators and 75 staff. The Program Manager will lead multiple large biomedical informatics program(s), often funded by a NIH program. These are typically projects in a consortium with collaborators and the Program Manager will oversee multiple subcontractors. The Program Manager will establish work processes and procedures for the projects, follow them through completion and must have a proven track record of managing teams for dozens of people through direct influence, and simultaneously managing multiple projects of national influence. This individual will lead change programs, through the successful implementation of new computer aided tools, writing institution-wide specifications and standards, and support departmental recruitment and mentoring activities. They will also be responsible for the schedule compliance and financial performance of multiple projects, prepare periodic and annual report to various funding organizations, organize project specific in-person (must be willing to travel) and remote conferences, and lead technical discussions in one or more areas of project management expertise. The Program Manager will lead the oversight for financial management tools (such as PowerBI) and lead the grant preparation activities for large national programs by interfacing with technical personnel, financial and budgetary personnel, and grants office personnel. They will also participate in technical activities related to the projects as needed.
Essential Duties
1. Oversees the execution and implementation of detailed project plans in concert with stakeholders. 2. Manages several routine projects simultaneously and ensures that the design, testing, training, documentation and prioritization objectives are met. 3. Assists in refining and re‐sequencing during the implementation and execution phases of assigned projects, as needed. 4. Works closely with business analysts, technical professionals, end users and project stake holders during the requirements, solutions design and implementation phases to develop detailed project plans for implementation. 5. Works on risk assessment, communication planning, development of performance metrics, and project entry criteria. 6. Creates detailed project plans including timelines, budgets, and resource allocation to ensure successful project completion. 7. Manages client expectations and provides issue/risk identification and escalation pathways. 8. May supervise the implementation team of cross‐functional project and technical resources. 9. Designs, develops, and executes communication systems to ensure effective exchange of information between project stakeholders, senior management, and staff. 10. Resolves complex project issues that involve representatives from multiple organizations. 11. Complies with standard policies and procedures. 12. May supervise and train junior project managers. 13. May perform other duties as assigned.
Required Education and Experience
Bachelor’s Degree in a related discipline; eight or more years of experience in a related area or equivalent combination of education and experience.
Required Skill/Ability 1:
Demonstrated experience as Program Manager for a multi-year, multi-institute, consortium research project preferrably under the sponsorship of the National Institutes of Health or one of its sub-sections.
Required Skill/Ability 2:
Demonstrated written communication skills through publications in newspapers, trade journals (technical content intended for non-technical audiences), newsletter with an audience of over 500, etc.
Required Skill/Ability 3:
Good oral communication skills through key note addresses, community forums (with over 100 audience members), podcasts (with over 100 subscribers), etc.
Required Skill/Ability 4:
Ability to manage a team of staff, conduct performance appraisals, recruit, promote/ discipline reports, and provide training.
Required Skill/Ability 5:
Proven ability to travel to conferences, meetings and public events. Ability to lead organization of such programs at a national forum.
Preferred Education, Experience and Skills:
Graduate degree(s) in science/technology/business administration. Proven experience in biomedical informatics management. Proven demonstration of being a project manager for a national program reporting to a Contact PI with multiple Pis. Demonstrated experience in budgeting, budget management, scheduling, project controls (schedule and cost), and reporting on behalf of multiple organizations.
